"We have lots of tourists and residents straddling both sides of the avenue. The difficulty is populating it with businesses. Tourists enjoy Washington Avenue it's reminiscent of the Village in New York City 30 years ago, with all the head shops and boutiques and novelty stores but it still needs to be cleaned up."
