2003-25295 ResoRESOLUTION NO. 2003-2529.5 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, AUTHORIZING THE CITY MANAGER, OR HIS DESIGNEE TO SELECT, NEGOTIATE, AWARD AND REJECT ALL BIDS, CONTRACTS, AGREEMENTS, PURCHASE ORDERS, CHANGE ORDERS AND GRANT APPLICATIONS; RENEW EXISTING CONTRACTS WHICH MAY EXPIRE; TERMINATE EXISTING CONTRACTS AS NEEDED; FROM THE LAST COMMISSION MEETING ON JULY 30, 2003, UNTIL THE FIRST REGULARLY SCHEDULED MEETING IN SEPTEMBER 2003, SUBJECT TO RATIFICATION BY THE CITY COMMISSION AT ITS FIRST REGULARLY SCHEDULED MEETING IN SEPTEMBER 2003. WHEREAS, between the last meeting on July 30, 2003, and the first regularly scheduled meeting in September 2003, the City Commission will not be in session. Dudng this period, there may be bids or contracts in excess of the $25,000, which may need to be rejected, awarded or terminated; and WHEREAS, the City Commission has historically, during its August recess, assigned the City Manager with the authority to select, negotiate, award and/or renew contracts as needed, subject to ratification by the City Commission; and WHEREAS, it is therefore requested that the City Manager, or his designee, be authorized to sign all contracts, agreements, purchase orders, change orders, and grant applications; renew any existing contracts, for an appropriate period of time; terminate existing contracts, as needed, from the last Commission meeting on July 30, 2003, until the first regularly scheduled Commission meeting in September 2003, subject to ratification by the City Commission at its first regularly scheduled meeting in September 2003; and WHEREAS, attached is a list of capital improvement projects that are currently out for bid and could be ready for award during the August recess; and WHEREAS, since this authorization is necessary to ensure that essential services and projects continue during the period between the last Commission meeting on July 30, 2003, until the first regularly scheduled Commission meeting in September 2003, it is recommended that the City Commission adopt this Resolution. MEDIAN LANDSCAPE AND IRRIGATION PROJECT FOR LA GORCE I PINE TREE DRIVE This project comprises the construction of the site work for Pine Tree Drive & La Gorce Drive Landscape Medians. The work will include but not be limited to site preparation, earthwork, road trenching and re-paving, lighting & electrical, planting, irrigation, traffic signage, and miscellaneous site improvements in accordance with the Contract Documents.
