RESOLUTION 84-17898 RESOLUTION NO. 84-17898 A RESOLUTION OF THE CITY OF MIAMI BEACH, FLORIDA, ENDORSING IN CONCEPT THE LOCATION OF THE SOUTH FLORIDA ARTS CENTER (SFAC) ON LINCOLN ROAD AND AMENDING THE YEAR 10 COMMUNITY DEVELOPMENT BLOCK GRANT AGREEMENT BETWEEN THE CITY OF MIAMI BEACH AND THE MIAMI BEACH DEVELOPMENT CORPORATION (MBDC) ADOPTED BY RESOLUTION NO. 84-17878 ON OCTOBER 3, 1984, IN ORDER TO ALLOW THE MIAMI BEACH DEVELOPMENT CORPORATION TO PROVIDE A LOAN TO THE SOUTH FLORIDA ARTS CENTER IN AN AMOUNT NOT TO EXCEED $62,000 TO FUND A PORTION OF THE COSTS OF STARTING AND OPERATING AN ARTISTS' DISTRICT ON LINCOLN ROAD AND RESERVING YEAR 10 COMMUNITY DEVELOPMENT BLOCK GRANT LOCAL OPTION FUNDS OR OTHER APPROPRIATE COMMUNITY DEVELOPMENT BLOCK GRANT FUNDING SOURCE TO REIMBURSE MIAMI BEACH DEVELOPMENT CORPORATION AT A LATER DATE PENDING COMPLIANCE WITH FEDERAL REGULATIONS INCLUDING CITIZEN PARTICIPATION AND APPROVAL BY CITY COMMISSION. BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA; WHEREAS, THE City Commission recognizes the need and is committed to the economic revitalization of Lincoln Road as a healthy and vital retailing area; and WHEREAS, the South Florida Arts Center (SFAC), a private non-profit corporation, has expressed a desire to create a permanent artists' district on Lincoln Road utilizing approximately 21,000 square feet of vacant properties to house artists' studios, cooperative galleries, classrooms, and meeting spaces; and WHEREAS, the SFAC would provide initial employment for between 40-6,0 artists and would attract new customers and visitors to Lincoln Road thereby improving the economic and business conditions in this area; and WHEREAS, the SFAC has requested a one-time loan in the amount not to exceed $62,000 to fund initial working capital and first-year activities of the operations, improvement, and maintenance of an artists' district on Lincoln Road; and WHEREAS, the Miami Beach Development Corporation (MBDC) has already entered into an agreement with the City to conduct Economic Development activities, designed to stimulate economic revitalization and job creation, encourage private • development, and neighborhood revitalization and therefore, the Miami Beach Development Corporation has been determined to be the appropriate organization to administer such a loan; NOW, THEREFORE, BE IT DULY RESOLVED BY THE CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA that the City endorses the concept of the South Florida Arts Center at Lincoln Road and adopts a resolution to amend Resolution #84-17878 to add an additional activity to the existing contract between the City of Miami Beach and the Miami Beach Development Corporation to allow the Miami Beach Development Corporation to provide a one-time loan of an amount not to exceed $62,000 to the South Florida Arts Center to fund initial working capital and first-year activities of the operations, improvement, and maintenance of an artists' district on Lincoln Road and reserves Year 10 Community Development Block Grant Local option funds or other appropriate Community Development Block Grant funding source to reimburse Miami Beach Development Corporation at a later date pending compliance with Federal regulations including citizen participation and approval by City Commission.
