RESOLUTION 84-17916 RESOLUTION NO. 84-17916 A RESOLUTION OF THE CITY OF MIAMI BEACH, FLORIDA, AMENDING THE YEAR 10 COMMUNITY DEVELOPMENT BLOCK GRANT AGREEMENT BETWEEN THE CITY OF MIAMI BEACH AND THE MIAMI BEACH DEVELOPMENT CORPORATION ADOPTED BY RESOLUTION NO. 84-17878 ON OCTOBER 3, 1984, AND SUBSEQUENTLY AMENDED BY RESOLUTION #84-17898 AND AUTHORIZING AN INCREASE OF COMMUNITY DEVELOPMENT FUNDS FROM THE YEAR 10 LOCAL OPTION ACCOUNT IN THE AMOUNT OF $62,000 TO FUND SUPPLEMENTAL ECONOMIC DEVELOPMENT ACTIVITIES OF THE MIAMI BEACH DEVELOPMENT CORPORATION IN ORDER TO REPLENISH FUNDS TO THE MIAMI BEACH DEVELOPMENT CORPORATION, SUBSEQUENT TO THE ADDITION OF THE SUPPLEMENTAL ACTIVITY TO FUND THE SOUTH FLORIDA ARTS CENTER IN THE AMOUNT OF $62,000. BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, THAT, WHEREAS, the City Commission recognizes the need and is committed to the economic revitalization of LincolnjRoad as a healthy and vital retailing areas; and, WHEREAS, the South Florida Arts Center (SFAC), a private non-profit corporation, has expressed a desire to create a permanent artists' district on Lincoln Road utilizing 21,000 square feet of vacant properties to house artists' studios, cooperative galleries, classrooms, and meeting spaces which would provide initial employment for 40-60 artists and would attract new customers and visitors to Lincoln Road thereby improving the economic and business conditions in this area; and, WHEREAS, the SFAC has requested a one-time grant in the amount not to exceed $62,000 to fund initial working capital and first year activities of the operations, and maintenance of an artists' district on Lincoln Road for which SFAC has already negotiated leases with the property owners and has firm commitments from artists to lease 18,000 square feet of space; and, WHEREAS, the Miami Beach Development Corporation has already entered into an agreement with the City to conduct Economic Development activities designed to stimulate economic revitalization and job creation, eliminate slumbs and blight, encourage private development, and neighborhood revitalization and, therefore, the Miami Beach Development Corporation has been determined to be the appropriate organization to administer such a grant; and, WHEREAS, on October 17, 1984, via Resolution #84-17898, the City Commission authorized an amendment to the MBDC Year 10 CDBG Contract, to increase the scope of services to add a supplemental economic development activity, which allowed MBDC to utilize current contract funds to enter into a Loan Agreement by the SFAC not to exceed $62,000 to fund initial working capital and first year deficits for an artists' district to be located on Lincoln Road to stimulate the economic viability of the Lincoln Road Mall area which is experiencing severe economic decline; and, WHEREAS, the Miami Beach Development Corporation seeks the replenishment of $62,000 for this activity, to convert the Loan Agreement by the SFAC to a grant, and thereby restoring the budgets of the Washington Avenue and Housing Initiative components of the program back to the original budget and development schedules of the original contract; and, WHEREAS, Miami Beach Development Corporation has entered into a contract with the South Florida Arts Center to administer funds and review the project's progress and that the City's Community Development Division is authorized to review the progress of the project and approve in advance disbursal of any and all of the said funds; and WHEREAS, the citizen participation requirement and other federal regulations have been met through a public hearing of the Community Development Advisory Committee held on October 23, 1984, at which the Board supported and endorsed the replenishment of funds to the MBDC Year 10 Contract in the amount of $62,000 to allow the grant request of the South Florida Arts Center; NOW, THEREFORE, BE IT DULY RESOLVED BY THE CITY COMMISSION OF THE CITY OF MIAMI BEACH FLORIDA, that the City amend Resolution #84-17878 and amend the Year 10 Community Development Block Grant Agreement between the City of Miami Beach and the Miami Beach Development Corporation, and authorize an increase in Community Development Funds from the Year 10 Local Option Account in the amount of $62,000 to fund supplemental economic development activities of the Miami Beach Development Corporation in order to fund the South Florida Arts Center in the amount of $62,000.
