A RESOLUTION OF THE CITY COMMISSION OF THE
CITY OF MIAMI BEACH APPROVING CERTAIN
SUBCONTRACTS BETWEEN FREILICH, LEITNER AND
CARLISLE, P.C. ("CONSULTANT") AND HALCYON,
LTD. , GOODKIN RESEARCH CORPORATION AND LAND
DESIGN PLANNING RESEARCH, INC.
WHEREAS, the City has engaged the services of the
Consultant to provide certain legal-planning services relative to
the South Pointe Redevelopment Project; and
WHEREAS, the agreement between the Consultant and the
City requires that the City Commission and City Manager approve
any subcontract agreements proposed by the Consultant; and
WHEREAS, the Consultant has recommended to the City, and
the City has agreed with said recommendation, that the following
subcontractors be retained: Halcyon, Ltd. ; Goodkin Research
Corporation; and Land Design Planning Research, Inc. (hereinafter
collectively referred to as "Subcontractors") to provide certain
plans for specific South Point Project areas; and
WHEREAS, the Consultant has submitted for the City ' s
consideration, review and approval, three (3) subcontracts by and
between the Consultant and the Subcontractors, Halcyon, Ltd. ,
Goodkin Research Corporation, and Land Design Planning Research,
Inc. , respectively, setting forth the subcontractors ' detailed
scope of planning service in Appendix A thereto, which include,
without limitation, development, economics and finance, urban
design and land use planning, redevelopment techniques and project
marketing; and
WHEREAS, the compensation for the subcontractors has
been duly authorized by the issuance of $100 ,000. 00 in bond
anticipation notes from $9.8 million of general obligations bonds
issued for the South Pointe improvements,
NOW, THEREFORE, BE IT DULY RESOLVED BY THE CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA:
1. That the City Commission hereby approves the
following subcontract agreements by and between the Consultant and

the following subcontractors upon the terms, conditions and
covenants set forth therein.
A. Subcontract Agreement with Halcyon, Ltd. , providing
for a fixed fee of Forty Thousand ($40,000.00) Dollars.
B. Subcontract Agreement with Goodkin Research
Corporation providing for a fixed fee of Twenty-Nine Thousand
Seven Hundred Fifty ($29 ,750.00) Dollars;
C. Subcontract Agreement with Land Design Research,
Inc. for a fixed fee of Twenty-nine Thousand Five Hundred
($29 ,500.00) Dollars.
2. The City Commission hereby approves of the
compensation to these Subcontractors at the above-referenced fixed
fee amounts for work and services they shall perform.
3. The City Commission hereby confirms that the total
compensation paid to the foregoing Subcontractors shall not exceed
the sum of One Hundred Thousand ($100 ,000.00) Dollars previously
allocated pursuant to certain bond anticipation notes.
