BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA: That the portion of Resolution 84-17854 reading as follows: "TWILIGHT" GREENS FEES $3.85 during off-season, effective at 4:00 p.m. each day, except Saturday and Sunday, available to residents and non-residents. be amended to read as follows: "TWILIGHT" GREENS FEES 50% of normal green fees, effective at 3:00 P.M. each day. and that this resolution shall take effect on February 6, 1985. Parki 'F City Manager ,/ r SUBJECT: Institution of Year-Round Twi-Light Fees / Entering Into a Contract With the American Cancer Society The Golf Division, and the Golf Advisory Board, have begun preparation of their 1985-86 proposed Budget. Their major objective is to increase membership and play at the three golf courses. Two areas of discussion do not have to wait until October to be implemented. 1. It is recommended that a year-round "twilight" fee be established immediately. This fee would allow people to play golf on our courses, beginning at 3:00 P.M., at a 50°/o reduction in green fees. Our experience is showing that people are refusing to pay the normal green fee if they will be able to complete only 9 holes due to oncoming darkness. The concessionaire only charges the nine-hole fee for the use of his rental golf carts during this period. At present we are authorized to give a 50% twilight fee reduction from May 1 through October 31 only. 2. The American Cancer Society, and the Dade-Monroe Lung Association, sell a "Golf Play Card" each summer. This year they would like Bayshore and Normandy golf courses to be participants in their Card program. These cards entitle the buyer to a one time only use, of each participating golf course, fora P p g flat fee of $2.00 per use. These cards could only be used between May 1, 1985 and November 30, 1985. Aside from the public relations benefits of being connected with such a worthwhile cause (the money raised by the Card sales goes to aid in cancer research), there are also more tangible benefits: A. It could generate more "traffic" on our golf courses during the traditionally slow sum►mmer months. With this traffic comes more golf cart rentals, more food and beverage sales and, of course, the $2.00 per head with each card use. t3. It would introduce golfers to our fine golf courses. This "sample" could possibley lead to repeat customers and more permit sales. It is felt that these two changes could have a positive, and immediate, impact on usage of our golf courses. ADMINISTRATION RECOMMENDATION: 1. The Administration recommends that the resolution authorizing amendment to resolution number 84-178)4, extending Twilight fees to year-round, be approved. 2. The Administration recommends that the resolution authorizing an agreement between the City of Miami Beach and the American Cancer Society and Dade-Monroe Lung Association be approved. x.
