Gonzalez D <=-/ City Manager JJV CI Police Departme s Operation Clean Sweep Date: July 3, 2003 To: Subject: This Letter to the Commission is to advise the Mayor and City Commission of the results and impact of the Police Department's task force initiative, dubbed Operation Clean Sweep, which focused on public disorder issues from April 16-June 21. As way of background, this enhanced proactive enforcement program was initiated at the behest of the City Commission-in response to public outcry-to target and curb public disorder issues in the Entertainment District. The mission of the task force was straight forward. Officers were directed to focus their attention on public disorder issues that had been overlooked due to the low priority status normally associated with these types of violations. Training on quality of life issues was provided to the task force members. The Police Department partnered with the State Attorney's Office and local judges to elicit support of the plan. The initiative received significant media coverage locally and nationally. The Police Department further capitalized on this media attention by utilizing variable message signs to inform the community of the enforcement plan. These message boards were strategically placed along the causeways leading into our City warning of loud radio and open alcoholic containers enforcement. The task force was staffed by Officers from each platoon in the patrol Division and the Criminal Investigations Division. The Motor Unit, a key component to the operation, participated on Friday and Saturday nights and Sunday afternoon. Ultimately, Operation Clean Sweep's nine week period of directed enforcement action resulted in positive strides being undertaken to address public disorder issues. The issue now turns on sustaining the enforcement efforts post task force action. To this end, Chief De Lucca is committing a squad of 7 bicycle officers and a Sergeant whose primary duty will be to sustain the initiative.
