RESOLUTION 85-18068 RESOLUTION NO. 85-18068 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF MIAMI BEACH URGING THE DADE COUNTY SCHOOL BOARD TO APPROVE THE PLAN PROPOSED BY THE ATTENDANCE BOUNDARY COMMITTEE AS PRESENTED ON MARCH 20 , 1985 , WHICH WOULD MAINTAIN THE EXISTING BOUNDARIES FOR ALL MIAMI BEACH SENIOR HIGH SCHOOL FEEDER PATTERN SCHOOLS; AND THAT QUALITY EDUCATION WITHIN MIAMI BEACH BE IMPROVED THROUGH CAPITAL OUTLAY. WHEREAS, the City Commission of the City of the City of Miami Beach is aware that the Dade County School Board is considering changing attendance boundaries of schools within Dade County to relieve overcrowing at various schools; and WHEREAS, the Attendance Boundary Committee has recommended in its proposed plan presented to the Dade County School Board at its meeting on March 20 , 1985 that no attendance boundary changes for schools in the Miami Beach Senior High School feeder pattern be adopted; and WHEREAS, suggested alternative proposals from Miami Shores Elementary School parents and the Superintendent of Schools for Dade County, which recommended changes to the attendance boundaries for Biscayne Elementary School and Treasure Island Elementary School (in North Bay Village) whose students are the children of Miami Beach, are unacceptable; and WHEREAS, the Dade County School Board has in its public hearings of March 20 , 1985 and March 27 , 1985 recognized the existing overcrowded situation of Biscayne Elementary School and Treasure Island Elementary School and the needs of the Special Education students at Biscayne; and WHEREAS, the changes to school attendance boundaries will be finally decided by the Dade County School Board at its meeting to be held on April 24 , 1985; and WHEREAS, the City Commission of the City of Miami Beach is aware that all of the schools within the feeder pattern of Miami Beach Senior High School are currently at or exceeding their -1- OFFICE OF THE CITY ATTORNEY-1700 CONVENTION CENTER DRIVE-MIAMI BEACH, FLORIDA 33139 program capacity; and WHEREAS, the State of Florida school survey team in 1981 identified the requirements for ten additional classrooms at Miami Beach Senior High School; and WHEREAS, projected enrollment at schools in the Miami Beach Senior High School feeder pattern will increase over the next several years due to current growth and future development in Miami Beach; and WHEREAS, the City Commission of the City of Miami Beach must be first concerned with having its City ' s educational needs and facilities improved to provide continued quality education for its citizens as well as to enhance its reputation with the County, NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF MIAMI BEACH that: 1. The Dade County School Board is hereby urged to approve the plan recommended by the Attendance Boundary Committee as presented to the School Board in its meeting of March 20 , 1985 , which would keep intact the attendance boundaries of the schools within the Miami Beach Senior High School feeder pattern. 2. The Dade County School Board not shift additional students into the overcrowded schools of Miami Beach and North Bay Village, particularly Biscayne and Treasure Island Elementary Schools. 3. The Dade County School Board be urgently requested to ask that at the earliest possible time the state survey review all of the schools of the Miami Beach feeder pattern as continued growth will overcrowd existing facilities. 4 . The Dade County School Board be hereby urged to consider the needs of the Miami Beach schools and the citizens of Miami Beach and allocate funds for capital improvements for the schools in the Miami Beach Senior High School feeder pattern, particularly new facilities at South Pointe, the additional classrooms at Miami Beach Senior High School recommended by the _2_ OFFICE OF THE CITY ATTORNEY-1700 CONVENTION CENTER DRIVE-MIAMI BEACH,FLORIDA 33139 state survey in 1981,and other improvements as may be recommended by the state survey now requested, at its May, 1985 budget hearing. [Note: All other 6th grades in Horace Mann feeder pattern already attend that school] ' Plan recommended by Superintendent Britton would send 69 Miami Shores students to Biscayne Elementary. This plan is similar to plan originally proposed by Miami Shores parents and Mayor O ' Connor. 'Biscayne Elementary is presently at 120% of its program capacity with 586 students (capacity is 487 ) . 'Biscayne serves as Special Education Center for physically and emotionally handicapped students from all Miami Beach area schools. 'Treasure Island Elementary is made up of 70o students from Miami Beach, and is more overcrowded than Miami Shores. 'At March 20th first hearing on proposed changes, School Board voted NOT to send additional students to any Beach schools, recognizing the overcrowded situation in all of them. Board voted to send Miami Shores 6th grade to Horace Mann, and accelerate improvement of that school to 1985-86 school year. 'At March 27th School Board meeting, 40 parents and mayor of Miami Shores objected to sending their 6th grade to Horace Mann, and School Board agreed to wait one year. Board member Janet McAliley suggested that to relieve overcrowding at Treasure Island, their 6th grade also be sent to Horace Mann -- thus breaking the traditional Miami Beach Sr . High feeder pattern. 'Horace Mann is approximately 1 1/2 miles from Miami Shores Elementary. Biscayne is over 6 miles accross the causeway. 'Shifting students to Biscayne would only serve to shift the same level of overcrowding that currently exists at Miami Shores to Biscayne. 'New School facilities must be built in South Pointe area to relieve overcrowding at Beach schools and provide for new development. Additional classrooms at Beach High must be added to keep pace with incoming class sizes . Present feeder pattern for all Miami Beach Sr. High feeder schools--Biscayne, Treasure Island, Bay Harbor, North Beach, Fisher/Feinberg and Nautilus Jr. High--should be maintained as these schools have programs which are interrelated and complement each other to serve the Beach communities.
