RESOLUTION 85-18086 RESOLUTION NO. 85-18086 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA MAKING CERTAIN FINDINGS CONCERNING APPROPRIATIONS TO FUND LABOR AGREEMENTS FOR FISCAL YEAR 1985-86; GIVING DIRECTIONS TO CITY MANAGER TO MEET WITH UNIONS REPRESENTING CITY EMPLOYEES CONCERNING SUCH FINDINGS. WHEREAS the City Commission of the City of Miami Beach, Florida has been advised and finds the provisions of the City's current labor agreements provide for wage increases in Fiscal Year 1985-86 in the approximate amount of $1,330,000; and, WHEREAS the City Manager has requested in accordance with Florida State Statutes that the City Commission appropriate funds in Fiscal Year 1985-86 to fund the labor agreement wage increases; and, WHEREAS the City Commission has been advised and finds that a combination of revenue losses and expenditure increases for Fiscal Year 1985-86 totals approximately $9,400,000; NOW THEREFORE BE IT RESOLVED that the City Commission has determined that there be no increase in property taxes to increase general fund revenues and that selective layoffs should be utilized as a cost reduction only if services are not adversely affected i.e. , obtain greater effectiveness and efficiency from staff; and, BE IT FURTHER RESOLVED that the City Manager and consultant are directed to meet with representatives of the unions representing City employees and: 1. Advise the representatives that it is the intention of the City Commission not to fund the increases set forth below in FY 1985-86; (a) the July 1, 1985 increase of 5% provided by the Fraternal Order of Police contract; (b) the August 1, 1985 increase of 5% provided by the Miami Beach Employee Benevolent Association contract; (c) the October 1, 1985 increase of 5% provided by the International Association of Firefighters contract; and, (d) the November 1, 1985 increase of 5% provided by the American Federation of State, County, and Municipal Employees contract. -1- 2. Negotiate a further reduction in wages of 5% across-the-board with all four unions to be effective October 1, 1985; and, 3. Reduce the salaries of all City employees not covered by a collective bargaining agreement by 5% effective October 1, 1985; and by 10% for all City employees not covered by a collective bargaining agreement that earn fifty thousand dollars ($50,000) or more annually.
