A RESOLUTION APPROVING AN APPLICATION FOR, AND
AUTHORIZING FILING OF, A FINAL STATEMENT OF
OBJECTIVES AND PROJECTED USE OF FUNDS FOR YEAR
ELEVEN UNDER THE COMMUNITY DEVELOPMENT BLOCK
GRANT PROGRAM AUTHORIZED BY THE 1981
AMENDMENTS TO THE HOUSING AND COMMUNITY
DEVELOPMENT ACT OF 1974, AS AMENDED, AND THE 1983
URBAN-RURAL RECOVERY ACT.
WHEREAS, a public hearing was held by the City of Miami Beach Community
Development Advisory Committee on March 5, 1985, to obtain views and proposals of
citizens at the initial stage of the development of the Proposed Statement of
Objectives and Projected Use of Funds; and
WHEREAS, the Miami Beach City Commission on June 26, 1985, held and
conducted a public hearing to obtain views of citizens relative to the Proposed
Statement of Objectives and Projected Use of funds, to be submitted to the U.S.
Department of Housing and Urban Development by the City of Miami Beach for the
Year Eleven funds under the 1981 and 1983 amendments to the Housing and
Community Development Act of 1974, as amended; and
WHEREAS, the Year Eleven Statement of Objectives and Projected Use of Funds
includes the use of $425,500 in reprogrammed prior year funds.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA, that said City Commission hereby approves
the filing of the Year Eleven Final Statement of Objectives and Projected Use of funds
which includes the required plan to mitigate adverse effects of CDBG caused
displacement and applicable relocation policy, with the United States Department of
Housing and Urban Development for Community Development Block Grant funds under
the 1983 amendments to the Housing and Community Development Act of 1974, and
further authorizes the City Manager to execute and file said application in a timely
manner to comply with applicable regulations for and on behalf of the City of Miami
Beach, Florida, for an entitlement amount of $2,247,000 which is included in a total
program amount of $2,672,500.

PROPOSED STATEMENT OF COMMUNITY DEVELOPMENT OBJECTIVES AND
PROJECTED USE OF FUNDS FOR FY 1985/86
AND NOTICE OF PUBLIC HEARING ON JUNE 26, 1985 AT 3:00 P.M.
Pursuant to the 1983 Housing and Urban-Rural Recovery Act regulations of the
U.S. Department of Housing and Urban Development, the City of Miami Beach has
developed this "Proposed Statement of Community Development Objectives and
Projected Use of Funds for FY 1985/86." This statement represents the culmination of
an extensive planning process phase encompassing maximum citizen participation via
the Community Development Advisory Committee and public meetings. Requests for
FY '85/86 funding totaled approximately $4.6 million. The FY '85/86 Miami Beach
CDBG Program is $2,647,500, which includes $400,500 in reprogrammed funds from
previous CD years, and the FY '85/86 new entitlement amount of $2,247,000. The
CDBG Program will cover the period from October 1, 1985 through September 30,
1986.
The City of Miami Beach encourages affected residents to communicate their
concerns regarding this proposed statement by writing or calling the Community
Development Division office, located at 1700 Convention Center Drive, Miami Beach,
Florida 33139, telephone (305) 673-7260. Additional comments may be made by
interested residents at a Public Hearing of the Miami Beach City Commission on
June 26, 1985, in the Commission Chambers, City Hall, at 3:00 p.m.

ADDITIONAL INFORMATION REQUIRED
BY THE 1983 AMENDMENTS TO THE
HOUSING AND COMMUNITY DEVELOPMENT ACT
In order to receive Fiscal Year 1985/86 Community Development Block Grant
Entitlement funds, the City of Miami Beach is providing the U.S. Department of
Housing and Urban Development and the general citizenry with the following
additional information as part of its FY '8 5/86 Proposed Statement of Objectives and
Projected Use of Funds, consistent with the amendments to the Housing and
Community Development Act of 1974, in the Housing and Urban-Rural Recovery Act
of 1983 enacted on November 30, 1983.
Low- and Moderate-Income Benefit
The proposed amount of CDBG funds to be used for activities directly benefiting
low- and moderate-income persons is a minimum of approximately 2.1 million dollars
which represents 80% of the $2,647,500 available for FY 198 5/86.
The remaining activities will be focused on such areas as the elimination of
slums/blight, urgent needs, and economic development.
Plan to Minimize the Displacement of Persons
As a Result of CDBG-Funded Activities
In accordance with the 1983 amendments, the City of Miami Beach has
developed policies in order to minimize the displacement of families and individuals as
a result of Community Development Block Grant activities.
It shall be the policy of the City of Miami Beach's Community Development
Division to minimize the amount of displacement which will occur as a result of
approved CDBG funded activities in such areas as rehabilitation, demolition, code
enforcement or economic development.

Plan to Assist Persons Actually Displaced
By CDBG Activities
It is the intention of the City of Miami Beach to minimize the displacement of
any one family or individual as a result of activities funded in whole or in part with
Community Development Block Grant funds.
However, in the event that displacement should occur, the following steps will be
taken to assist families and individuals actually displaced by CDBG activities.
1. The City of Miami Beach will take reasonable actions necessary to mitigate
adverse effects on persons voluntarily or involuntarily displaced as a result of
Community Development activities.
2. Tenants and owners will receive those benefits provided for and outlined under
the Uniform Relocation Assistance and Real Property Acquisition Policies Act of
1970, as amended where applicable, i.e. for acquisition-related displacement.
3. The City of Miami Beach has adopted policy statements which will provide
assistance to those eligible persons who require support in securing a comparable
replacement dwelling and will be paid in accordance with local policies for the
rehabilitation programs and other non-acquisition related relocation. These
payments will only be made if Section 8 Certificates or Vouchers are not
available.
4. The City of Miami Beach will carefully evaluate all prospective and on-going
CDBG-funded activities which may involve involuntary displacement in order to
ascertain the degree of hardship such displacement may cause. Tenants and
owners actually displaced will receive the appropriate advisory services
necessary to minimize hardships in adjusting.to the required relocation.
5. Relocation referral assistance will be provided to persons being permanently
displaced. Effort will be made to provide displacees with information regarding a
reasonable selection of comparable dwellings and if requested, in the
neighborhood from which they were displaced. Relocation referral information
may be identified from, but not limited to:
a. Area realtors.
b. Reputable word of mouth referrals.
c. Classified or sign advertisements placed by owners offering property for
rent and/or sale, with structural and fair market value factors which are
in compliance with HUD standards.

6. Tenants and owners will receive timely and accurate information regarding the
reason for the displacement. Displacees will be advised, in writing, of their
rights, responsibilities, and applicable benefits, if any.
7. Grievance procedures have been developed and are followed by the City's
Community Development Division in the event that any grievances should occur
regarding adequate replacement housing, eligibility, or the payments to
displacees.

Assessment of FY 1983 and 1984 Use of Funds
In carrying out the Community Development Objectives/Goals, the FY 1983 and
1984 CDBG Program continued to focus emphasis primarily on the needs of low-and
moderate-income residents. A census and demographic study was initiated to identify
areas that would ensure program benefits principally to low- and moderate-income
residents. A map of concentrations of lower income households was then prepared,
indicating areas containing 51% or greater low or moderate income households. The
areas designated on this map served as the framework for the location of CDBG
program activities during Fiscal Years 1983 and 1984. Projects located in, or serving
the population of, these areas were given priority in accordance with the primary
National Objective of principally benefiting low- and moderate-income persons.
Consistent with the second National Objective, CDBG funds were also allocated
to programs that would aid in the prevention or elimination of slums and blight. CDBG
funds were used in large part to aid in the rehabilitation of existing rental housing
stock, neighborhood revitalization, preservation activities, and public facilities and
improvements.

CDBG funds were utilized during 1983 and 1984 for projects such as the following:
Public Facilities Improvements, such as: street improvements, park irrigation,
relighting, various other park and recreational improvements; multi-family
rehabilitation; Public Services such as prosthetic devices, medication, emergency food,
emergency housing, health related services, outreach to minorities including social
service and job placement/referrals, homemakers/shoppers assistance; code
enforcement/legal assistance for code enforcement; Improvements to Neighborhood
Facilities: community center rehabilitation, PAL Neighborhood Center expansion,
street signage; relocation assistance; and special activities by sub-recipients including
neighborhood revitalization and vocational training; and Special Economic
Development Activites such as: South Shore Co-Development, Miami Beach
Development Corporation- Economic Development Program, and Lutheran Ministries
Economic Development Program.

These programs and many others help illustrate the direct relationship between the use
of CDBG funds and the stated goals and objectives. These activities occurred in
designated low/mod CDBG target areas.
During Fiscal Years 1983 and 1984 Community Development Block Grant funds were
allocated to projects that met the broad national objectives, as specified in the "maximum
feasible priority" certification for those years, by principally serving low-and moderate-
income persons and aiding in the prevention and elimination of slums and/or blight.
A further assessment of the use of these funds can be obtained from the FY 1983
Grantee Performance Report, and the 1984/85 Status of Projects Report. These reports -
contain a description of the use of CDBG entitlement funds expended during these years and

YEAR 11 CDBG PROJECT DESCRIPTIONS
Lummus Park Improvements - $300,000
Location: Lummus Park (Ocean Drive) 5th-15th Streets
This project will allow for the continuation of physical improvements in the Lummus
Park Area from 5th to 15th Streets (Ocean Drive). Phase I designs are underway, and

will include walkways, seating, upgraded lighting, landscaping, etc. These funds will
match a LAWCON grant of $300,000 anticipated from the State.
Flamingo Park Rehabilitation - Fencing $38,000
Location: Flamingo Park
This project calls for the purchase and installation of fencing for Flamingo Park, in
order to assist in reducing vandalism. (This is the final phase of theJ
roject).

PAL Gym Expansion $35,000
Location: Flamingo Park
This improvement to a Neighborhood Facility, will allow for the expansion of the
restroom and locker/shower areas to allow privacy for use by males and females. (This
is the final phase of the project).
Street Improvements $55,000
Location: South of Dade Blvd.-Targeted for Lincoln Road
This is a continued categorical project which will permit various street improvement
activities, south of Dade Blvd. Funds are targeted forp

provide transportation to essential locations such as; hospitals, physicians, other

This project will assist low and moderate income persons who have been displaced,
through the provision of emergency temporary shelter. The project is operated bythe

This project will continue to provide support services to those homebound elderlywho
can be maintained in their home. Services to be
provided will be homemaker,
shoppers, friendly visitors, transportation, day care and assessment. The support
services keep the homebound in their homes and delaypP

Multi-Family Residential Rehabilitation Program $300,000
Location: Eligible CD Areas.
This project will continue to provide private property owners of multi-unit buildings,

primarily renting to low-moderate income persons, with the financial resources
necessary to rehabilitate their structures. These structures will be primarily located,
but not limited to, South of Dade Blvd. and will provide for the upgrading of the

Code Enforcement/Minimum Housing Standards $194,000

This project will continue to augment the City's code enforcement efforts within the
target areas through continued efforts towards compliance with the minimum housing
codes as theyapply to theprotection of the area's existing

Legal Assistance for Minimum Housing Codes $ 30,000

This project will continue to provide full-time legal staff who will be responsible for
the prosecution of Housing Code violations, and other related code requirements.

This project will address special Economic Development activities and will stimulate
the local economy and create jobs, through the coordination of public and private
investment in the South Pointe Area.
Lutheran Ministries of Florida Economic Development Program $ 39,000

This project will stimulate economic development and job creation, through the
implementation of a Minority Business Program to train and employ persons in the
field of commercial maintenance.
Log Cabin Enterprises, Inc. Nursery Program $ 50,000
Location: 8128 Collins Ave.
This special activity by a sub-recipient continues to provide vocational training for
mentally retarded adults in the horticulture field, and provides basic, essential job
skills, and job placement.
Miami Beach Development Corporation - Economic Development Program $155,000
Location: 600 Alton Road, Suite 1010
Set aside of funds for the Miami Beach Development Corporation, a local community
development corporation, to assist in such areas as housing, redevelopment planning,
commercial revitalization, hotel development, and/or historic preservation. This is an
economic development endeavor designed to stimulate such items as economic
revitalization and job creation, encouraging private development, and neighborhood
revitalization.
Miami Beach Development Corporation - Commercial Revitalization Program

Location: 600 Alton Road, Suite 1010
This program provides matching grants to eligible property owners and merchants in
designated areas, to renovate storefronts, to revitalize the commercial areas on
Washington Avenue and Lincoln Road.
Cultural Outreach Program - $30,000
Location: Bass Museum
This project, proposed to be operated by the Bass Museum, will go out into the local
schools, and transport low/moderate income students to the Museum to involve them
in cultural programs, as a classroom extension program to expand and enlarge students
educational experience.
Community Schools $12,000
Location: C.D. Target areas.
This is a line-item set aside, to supplement eligible community school programs, which
principally benefit low/moderate income persons.
Vocational English/Tech Hotel Training Program $58,200
Location: C.D. Target areas.
This program will provide on site technical hotel worker training and vocational
English classes, to upgrade job skills of low/mod hotel workers in C.D. target areas.

Interim Development Financing -0-
Location: C.D. Target areas.
This concept, commonly referred to as a "C.D. Float" will benefit low/mod persons,
through the lending of unobligated CDBG funds to provide interim financing for
projects such as: new construction or rehabilitation of residential, commercial or
industrial projects.
Senior Crime Watch/Victim Asst./Security Devices $11,700

This program will mitigate the adverse effects of crimes against the elderly, through a
multi-component strategy which combines: a crime-watch program, one-on-one victim
assistance to crime victims, and the installation of home security devices in low/mod
elderly residences.
South Florida Arts Center Economic Development Project $120,000
Location: Lincoln Road Mall
This economic development project will stimulate employment through the
development of an Arts School, which will provide vocational training and job
development for low/mod persons.

Location: Northern C.D. target area.
This project is targeted to reverse the decline, encourage new investment, improve
property values and the quality of life in the northern end of Miami Beach in the
low/mod areas, through a comprehensive revitilization program.
Lincoln Road Mall Revit/Management Project - $ 75,000
Location: Lincoln Road Mall
This project, a special Economic Development activity, will allow for the hiring of a
Mall Manager and clerical support for the Lincoln Road area. This activity will
encompass: the establishment of a Mall Management Organization, special taxing
district, a program of maintenance and improvements of common areas, and the
implementation of a program of retail marketing and business attraction.
Miami Beach Architectural District Redevelopment Plan $ 45,400
Location: Flamingo C.D. target area.
This study is essential to the City of Miami Beach, in developing a Redevelopment
plan, in order to obtain Chapter 163 powers, which is necessary to put in place the
public powers and financing mechanisms to guide the rehabilitation of the district in a
coordinated fashion. The objectives are: coordinated development of the
Architectural District as a neighborhood and tourist attraction, and presering the
architectural structures and character of the area.
Minority Assistance Program $34,500
Location: 833 - 6th Street and City Hall.
This project will provide for direct social services, referral and outreach programs as
well as job referral, development and placement, primarily aimed at assisting the
minority population on Miami Beach.
Non-Kosher Hot Meals Program $25,200
Location: Council Towers - Collins Avenue and 6th Street
This project will supplement the provision of approximately 185 hot meals (non-kosher)
daily to elderly clients.

This project will provide benefits to eligible families or individuals who are displaced
because of CDBG funded activities. TemporaryP
