RESOLUTION 85-18113 RESOLUTION NO. 85-18113 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF MIAMI BEACH REQUESTING THE METRO-DADE COUNTY COMMISSION TO FUND THE ESTABLISHED AND OPERATIONAL SOUTH FLORIDA ART CENTER, LOCATED ON THE WEST END OF LINCOLN ROAD, MIAMI BEACH, WITH AN $180 ,000 GRANT TO BE USED TOWARD THE PURCHASE OF A BUILDING ON LINCOLN ROAD AS A CORE BUILDING FOR A COMPREHENSIVE ART SCHOOL AND A MEETING, WORKSHOP, SEMINAR AND SHOWPLACE FOR SOUTH FLORIDA ART ORGANIZATIONS INSTEAD OF FUNDING THE BAKE HOUSE, A YET TO BE ESTABLISHED ORGANIZATION EXISTING ONLY AS A CONCEPT AND A NOT YET OPERATIONAL ORGANIZATION WHEREAS , a non-profit corporation known as the South Florida Art Center whose Executive Director is Ellie Schneiderman, has currently leased 35,000 square feet, and is making that space available to artists for studio showroom use, classroom and gallery as well as retail space. WHEREAS , approximately sixty artists are currently working on Lincoln Road, a co-op Art Gallery has been established , and several commercial Galleries have located in proximity to the artists. WHEREAS , the establishment of the South Florida Art Center on Lincoln Road is part of the City' s overall development strategy to attempt to revitalize this portion of Miami Beach. WHEREAS , the South Florida Art Center has secured five- year leases on a number of properties and have 6 , 200 square feet under a ten-year lease with an option to buy. WHEREAS , the district is within walking distance of the Theater of the Performing Arts and the Convention Center , both of which are proposed for future renovations and expansion. WHEREAS , the South Florida Art Center has been encouraged to locate on Lincoln Road with the expectation that the artists would begin to occupy currently vacant residential properties in close proximity as a strategy to assist in revitalization of the Art Deco District in which the Center is located. WHEREAS, to date, the City of Miami Beach, without County assistance, provided $62,500 to the South Florida Art Center in order to provide first month, last month, and security deposits on the properties that they have under lease and the artists and other users are now self-supporting in these properties. -1- OFFICE OF THE CITY ATTORNEY-1700 CONVENTION CENTER DRIVE-MIAMI BEACH, FLORIDA 33139 WHEREAS, our Community Development Advisory Board has recommended additional funding for the South Florida Art Center during Fiscal Year 1985/86 in order to provide rehabilitation funds for the property that is under a ten-year lease, and some minimal amount of operating assistance for the Center ' s Director and staff. WHEREAS , our Community Development Block Grant is extremely limited, but it is viewed that this allocation to the South Florida Art Center is critical to the revitalization of Lincoln Road. WHEREAS, no matching funds have been previously sought from Dade County, we now encourage the County to note the success of the currently operational Art Center on Lincoln Road and request that this organization be funded rather than the yet to be operational Bake House organization. BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, to request that the Metro-Dade County Commission fund the established and operational South Florida Art Center , located on the west end of Lincoln Road, Miami Beach, with an $180 , 000 grant to be used toward the purchase of the building on Lincoln Road as a core building for a Comprehensive Art School and a meeting, workshop, seminar and showplace for South Florida Art Organizations instead of funding the Bake House, a yet to be established organization existing only as a concept and a not yet operational organization PASSED and ADOPTED this 26th day of June ,1985 .
