RESOLUTION 85-18140 RESOLUTION NO. 85-18140 A RESOLUTION AUTHORIZING AND DIRECTING THE EXECUTION AND SUBMISSION OF AN APPLICATION TO THE STATE DEPARTMENT OF COMMUNITY AFFAIRS FOR FINANCIAL ASSISTANCE TO THE CITY OF MIAMI BEACH UNDER THE COMMUNITY SERVICES ACT OF 1974. BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, WHEREAS, the State Department of Community Affairs provides annual grants under the Community Services Act of 1974; and, WHEREAS, THE City of Miami Beach has effectively provided Emergency Food services through this program. NOW THEREFORE, BE IT DULY RESOLVED BY THE CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA: 1) That the City Manager be and he is hereby authorized and directed to make appropriate application to the State of Florida, Department of Community Affairs, Block Grant Assistance Section, for a grant in the amount available to the City of Miami Beach, pursuant to the provisions of Chapter 74-166, Laws of Florida, providing financial assistance to the City of Miami Beach for Community Services as therein delineated, for the October 1, 1985, to September 30, 1986, program period. 2) That all funds necessary to meet the contract obligations of the City and its delegate agencies with the Department have been appropriated and said funds are unexpended and unencumbered and are available for payment as prescribed in the contract. The City shall be responsible for the funds for the local share notwithstanding the fact that all or part of the local share is to be met or contributed by other sources, i.e., contributions, other agencies or organization funds. 3) That the Mayor and the City Clerk are hereby authorized and directed to execute and deliver, for and on behalf of the City of Miami Beach, any required agreement or contract with the said Department of Community Affairs, setting forth the City's commitment to meet and comply with all the terms and provisions of such grant, when and if made available. Par •'ns 1, City Manager j/1 SUBJECT: A RESOLUTION AUTHORIZING AND DIRECTING THE EXECUTION AND SUBMISSION OF AN APPLICATION TO THE STATE DEPARTMENT OF COMMUNITY AFFAIRS FOR FINANCIAL ASSISTANCE TO THE CITY OF MIAMI BEACH, THROUGH THE COMMUNITY SERVICES TRUST FUND, AND A RESOLUTION AUTHORIZING THE ESTABLISHMENT OF ONE SPECIAL TRUST ACCOUNT The attached Resolution authorizes the City Manager to apply to the State of Florida Department of Community Affairs, on behalf of the Miami Beach Economic and Community Development Department for a $14,280 grant for Emergency Food Assistance to be implemented by the Community Development Division (Human Services Section.) This program will service from 1,428 to 2,142 Miami Beach residents annually with emergency food certificates. It is anticipated that the majority of the participants in this program will be elderly persons. The grant requires an in-kind services match from the City, which will be derived from salaries of Community Development employees assigned to this project, as well as a cash match @$6,000 in private donations and $1,500 in general fund monies. This grant, if approved, will allow for the continuation of an existing successful program currently operated by the Community Development Division (Human Services Section) and funded by previous grants. The second attached resolution would allow for the establishment of one Special Trust Account, as required bythe State, should P q the grant monies become available to the City. ADMINISTRATION RECOMMENDATION: The Administration recommends that the City Commission adopt the attached resolutions authorizing submission of the grant application and establishment of the Trust Account. The Administration also requests permission to make necessary technical changes or corrections, if determined necessary during the application review, and which do not substantially effect the application. The applicant further certifies that: a. the filing of this application has been duly authorized; b. should this proposal be funded, this application will become part of the contract between the Department of Community Affairs and the applicant; c. the Board of County Commissioners or the City Council has passed an appropriate resolution authorizing the expenditure of funds for the specified programs; d. if fees or contributions are to be used as matching for this grant, or if a delegate agency is to provide the matching share, and these funds are not forthcoming, this resolution also specifies that the city or county will provide the necessary match; e. services to be provided through this contract do not duplicate any other currently existing services, and that the proposed services are not being provided nor are they available from any other state agency; f. if similar services are available, that no resource exists to provide these particular services to these clients without the use of - is money.
