A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA AUTHORIZING THE SUBMISSION OF A
SECTION 108 LOAN APPLICATION TO THE U. S. DEPARTMENT
OF HOUSING AND URBAN DEVELOPMENT IN THE AMOUNT OF
$3,000,000 FOR THE PURPOSE OF FINANCING THE ACQUISITION
OF LAND FOR ASSEMBLY IN THE SOUTH POINTE
REDEVELOPMENT AREA.
BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF MIAMI BEACH FLORIDA,
THAT,
WHEREAS, the City Commission of the City of Miami Beach has approved and
adopted the South Pointe Redevelopment Plan as an amendment to the Comprehensive Plan
of the city for the purpose of economic and physical development of the area; and
WHEREAS, in order to effectively implement the proposals developed for the
revitilization of the City's South Pointe Area, it is imperative that any existing unimproved
real property crucial to such be developed in accordance with said plans; and
WHEREAS, a team of consultants prepared a study of the South Pointe
redevelopment area, and based on market location and demographic factors, identified
several sites that should be targeted for development; and
WHEREAS, site assembly is necessary to make feasible certain development
which need additional square footage or lack consolidated ownership and recognizing this
important and necessary activity the Miami Beach Redevelopment Authority has directed its
staff to establish a site and land acquisition strategy to assemble property for new
development; and
WHEREAS, the acquisition of certain parcels is vital to the effective
implementation and overall success of the redevelopment efforts in the South Pointe Area;
and
WHEREAS, Section 108 of the Housing and Community Development Act of 1975
is a source of federal assistance in achieving the overall economic development goals of
local governments; and
WHEREAS, the City Administration has been advised by the U.S. Department of
Housing and Urban Development that it is necessary to submit an application to that
Department for review and potential funding by September 30, 1985 before the Section 108
program is discontinued; and
WHEREAS, a public hearing was scheduled and held on September 17, 1985, as
required, to provide additional opportunity for citizen comment and input regarding this
Section 108 application; and
WHEREAS, in order to apply for a Section 108 loan guarantee the City's
Statement of Objectives for the Year 10 Community Development Block Grant Program
must be amended to allow for this activity.
NOW, THEREFORE be it duly resolved by the City Commission of the City of
Miami Beach, Florida that the City Manager is authorized to submit a Section 108 loan
application to the U. S. Department of Housing and Urban Development in the amount of
$3,000,000 for the purpose of financing acquisition of land for site assembly in the South
Pointe Redevelopment Area and that the City's Statement of Objectives for the Year 10
Community Development Block Grant Program be amended to allow for this activity; and
That the City Manager is hereby also authorized to act in connection with the
submission of the same, to provide additional information as may be required and to allow
for adjustments to the final Section 108 Loan Guarantee Application.
