A RESOLUTION OF THE CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA, AUTHORIZING
THE EXECUTION OF AN AGREEMENT FOR THE
PROFESSIONAL SERVICES OF A MANAGER FOR THE
LINCOLN ROAD MANAGEMENT PROGRAM
BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, THAT,
WHEREAS, the City Commission of the City of Miami Beach has
determined that a management program for the Lincoln Road Commercial
district is necessary to improve the economic conditions of the area; and
WHEREAS, a management program is an essential part of the
overall economic revitalization strategy for Lincoln Road which is
intended to increase retail sales, property values, tax revenues, and jobs
for City residents; and
WHEREAS, the Lincoln Road Management and Development
Advisory Board supports the implementation of a management program
and has participated in the review and recommendation of candidates for
the position of Lincoln Road Manager; and
WHEREAS, the City has budgeted funds through the City's
Community Development Block Grant for a management program,
including the compensation for the Lincoln Road Manager; and
WHEREAS, the City Manager has recommended to the City
Commission that the City enter into an Agreement with Alfred J.
Holzman, for a one year period beginning January 1, 1986 and ending
December 31, 1986, at a salary of $48,000 per annum for a minimum of
40 hours per week, including certain reimbursable expenses, providing that
the aforesaid individual provides certain services as described in the
Agreement, and to be administered by the Department of Economic and
Community Development;
NOW, THEREFORE, BE IT DULY RESOLVED BY THE CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the
Mayor and City Clerk are hereby authorized and directed to execute said
Agreement with Alfred J. Holzman, in the name of and on behalf of the
City, and that the disbursing officers of the City be and they are hereby
authorized and directed to disburse the monies required by the terms of
said Agreement from Community Development Block Grant funds,
contingent upon the availability of said funds in the fiscal year beginning
October 1, 1985.
