A RESOLUTION OF THE CITY COMMISSION OF MIAMI
BEACH, FLORIDA, PROVIDING FOR CONDEMNATION OF THE
SOVIET UNION FOR NOT ISSUING EXIT VISAS FOR THOSE
RUSSIANS SEEKING THEM AND ALSO PROVIDING FOR THE
CITY COMMISSION TO WORK TOWARD PASSAGE OF FEDERAL
LEGISLATION IMPOSING SANCTIONS ON THE SOVIET
UNION FOR NOT RESPECTING THE HELSINKI ACCORDS.
WHEREAS, the Miami Beach City Commission is concerned with
human rights; and
WHEREAS, the Soviet Union is a signatory to the Helsinki
Accords; and
WHEREAS, the Helsinki Accords obligate the signatory powers
to provide exit visas for those seeking reunion with their
families in other countries; and
WHEREAS , the Soviet Union has not been allowing Jews and
other minorities to exit; and
WHEREAS , the Soviet Union has been making life unbearable
for those minorities who request exit; and
WHEREAS , the Soviet Union has been imprisoning Jews and
other minorities after they had asked for exit; and
WHEREAS, there still remain hundreds of thousands of persons
who wish to emigrate to join their families in other countries
and have been denied exit;
NOW THEREFORE, BE IT DULY RESOLVED BY THE CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, that the Soviet Union be condemned
for its inhuman treatment of Soviet Jews and other minorities
asking for exit; that the City of Miami Beach be barred from
purchasing goods originating in the Soviet Union, that the City
of Miami Beach shall remove funds from those banks that are
dealing with the Soviet Union; that the City of Miami Beach shall
cease doing business with any business which is dealing with the
Soviet Union except where a contract is currently in force that
there be given adequate notice of termination of such contract ;
and that the City of Miami Beach work through its Congressional
delegation towards passage of Federal legislation incorporating
the above mentioned sanctions against the Soviet Union for not
respecting the Helsinki Accords .
