A RESOLUTION OF THE CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, PROVIDING
FOR THE 3RD AMENDMENT TO THE FY 1986/87
BUDGETS FOR THE GENERAL, ENTERPRISE AND
INTERNAL SERVICE FUNDS; MAKING PROVISIONS
FOR 1) WAGE SETTLEMENT IN ACCORDANCE WITH
THE LABOR AGREEMENT BETWEEN THE CITY OF
MIAMI BEACH AND THE AMERICAN FEDERATION OF
STATE, COUNTY AND MUNICIPAL EMPLOYEES,
LOCAL NO. 1554, AT A COST OF $317,072; 2)
ADDITION OF 12 PUBLIC SAFETY SPECIALIST
II 'S IN THE POLICE DEPARTMENT AT A COST OF
$50,088 FOR THE REMAINDER OF FY 1986/87;
AND, 3) PURCHASE OF 1,308 MODEL 80 PARKING
METERS AT A COST OF $327,000; WITH TOTAL
NET FUNDING INCREASE OF $694,160 PROVIDED
FROM FEDERAL REVENUE SHARING TRUST FUND
RESIDUALS, GENERAL FUND BALANCE AND
RETAINED EARNINGS OF THE METERED PARKING
ENTERPRISE AND MECHANICAL MAINTENANCE
INTERNAL SERVICE FUNDS.
WHEREAS, on March 18, 1987 , the City Commission of the City of
Miami Beach adopted Resolution No. 87-18797 , ratifying the labor
contract between the City of Miami Beach and the American Federation
of State, County and Municipal Employees, Local No. 1554; and,
WHEREAS, it is projected that the FY 1986/87 cost for funding
the AFSCME wage settlement is $317 , 072; and,
WHEREAS, the City of Miami Beach is desirous of increasing law
enforcement patrols, to be provided by 12 Public Safety Specialists
at an additional cost of $50 , 088 for the remainder of FY 1986/87 ;
and,
WHEREAS, it has been determined by the Metered Parking Division
that 1, 308 Model 80 Parking Meters are required to complete the
conversion of the parking system, at a cost of $327 , 000 ; and,
WHEREAS, the Metered Parking and Mechanical Maintenance retained
earnings are sufficient to fund their departmental requirements; and,
WHEREAS, the City has received $24,613 in Federal Revenue
Sharing Trust Fund residuals and these funds may be used to partially
fund the Public Safety Specialists; and,
WHEREAS, it is necessary to fund the increase costs to the Water
and Sewer and Sanitation Enterprise Funds, and the Building
Maintenance and Central Services Internal Service Funds by
contributions of $129 , 498 from the General Fund; and,
WHEREAS, it has been determined that such funds are available in
the unreserved General Fund Balance.

NOW THEREFORE, BE IT DULY RESOLVED BY THE CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, that the City Commission of the City of
Miami Beach hereby amends the FY 1986/87 Budgets for the City of
Miami Beach, by increasing revenues as follows:

SUBJECT: THIRD AMENDMENT TO THE FY 1986/87 BUDGETS FOR THE
GENERAL, ENTERPRISE AND INTERNAL SERVICE FUNDS.
On March 18, 1987, the City Commission adopted Resolution No.
87-18797 , ratifying the collective bargaining agreement between the
City of Miami Beach and AFSCME, Local No 1554. The labor agreement
provided for a $500 retroactive lump sum and 5% wage increase
effective May 1, 1987; the projected cost of $317,072 for this
fiscal year is not provided for in current budgets. Therefore, in
order to provide additional monies, it will be necessary to amend
the budgets of affected departments, with funding provided from the
unreserved General Fund balance and retained earnings of both the
Metered Parking Enterprise Fund and the Mechanical Maintenance
internal Service Fund.
On December 4, 1986, the City Commission directed the Adminis-
tration to increase law enforcement patrols within designated areas
of the City; this was to be partially accomplished by increasing
the number Public Safety Specialists. The search for non-General
Fund monies was partially successful . The City received Federal
Revenue Sharing Trust Fund residuals in the amount of $24,613
making it necessary to fund the remaining amount of $25, 475 from
the unreserved General Fund Balance. The total cost for the Public
Safety Specialists for the remainder of this fiscal year is
$50, 088.
The Metered Parking program to upgrade all the meters in the system
was temporarily suspended to allow for a test of the Attendant
Parking Garage and study of the Parking Coupon/Ticket System. It
has now been determined that upgrading existing meters and
completing the meter installation plan for the entire system would
be the most cost beneficial method to ensure its viability. To do
this, 1, 308 Model 80 parking meters would be required at a cost of
$327,000. These funds are available in the Metered Parking
Retained Earnings.
ADMINISTRATION RECOMMENDATION
The Administration recommends that the City Commission adopt the
attached Resolution amending the FY 1986/87 Budgets of General,
Enterprise, and Internal Service Funds; providing for 1) the AFSCME
labor agreement; 2) 12 Public Safety Specialist II ' s; and, 3) the
purchase of 1, 308 Model 80 parking meters.
