A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF MIAMI
BEACH, FLORIDA, AMENDING RESOLUTION NO. 86-18630 FOR POLICE
CONFISCATION TRUST ACCOUNT FOR FISCAL YEAR 1986/87 SO AS TO
INCREASE THE APPROPRIATION THEREOF.
WHEREAS, the sum of $17,190.00 was previously appropriated by
Resolution 87-18723 for a Pilot Program originated by the State
Attorney's Office using a Tamper-Protective Audio Verification System;
and
WHEREAS, this equipment has been returned to the manufacturer; and
WHEREAS, it is requested that the $17,190.00 be applied to the
requested $49,990.00 for the funding of Operating Expenses listed on
Exhibit I,
NOW, THEREFORE BE IT DULY RESOLVED THAT THE CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA hereby adopts the proposed amendment to
Resolution 86-18630 of the operating budget for the Police Confiscation
Trust Account, a true and correct listing of which is included and
incorporated herein by reference, and the monies therein be and the same
are hereby appropriated as follows (Exhibit I) :

I, Ken Glassman, Chief of Police, City of Miami Beach , do hereby certify that the
aforementioned proposed request for expenditures from the City of Miami Beach,
Police Confiscation Trust Fund, for the amendment to the operating budget to
provide funds for the purchase of IBM PC Microcomputers and Xerox 860
Wordprocessors and related accessories for both and to provide funding to cover
expenses incurred for repairs to Confiscated Vehicles used for undercover work,
towing and storage fees for Confiscated Vehicles awaiting court disposition, costs to
advertise forfeiture proceedings, governmental charges to file forfeiture proceedings,
leasing of special pagers used by SIU, and rental of microfilming apparatus, complies
with the provisions of Section 932.704 Florida Statutes.

SUBJECT: POLICE CONFISC • TION TRUST ACCOUNT FOR FISCAL YEAR 1986/1987
The Administration requests an amendment to Resolution 86-18630 to the operating budget
of the Police Confiscation Trust Account to appropriate an additional $62,800.00 to he used
for the purchase of three (3) IBM PC Microcomputers and related equipment, accessories,
and software and three (3) Xerox 860 Wordprocessors and related accessories both items of
which will be used to enhance the technical capabilities of the Police Department and the
Police Legal Advisor by automating functions currently performed manually and to provide
funding for 1) repairs required to maintain the safe operation of Confiscated Vehicles used
in undercover operations, 2) for charges incurred for towing and storage of vehicles
confiscated and awaiting court disposition, 3) for costs to advertise forfeiture proceedings,
4) for governmental charges incurred to file forfeiture proceedings, 5) for leasing of special
pagers used by the Strategic Investigation Unit, and 6) for the rental of microfilming
equipment. The additional appropriation will increase the Police Confiscation Budget to a
total of $688,774.00 for the fiscal year 1986/87.
ADMINISTRATION RECOMMENDATION
The Administration recommends that the City Commission adopt the operating budget for
the Police Confiscation Trust Account and appropriate funding.
