RESOLUTION 87-19009 RESOLUTION NUMBER 87-19009 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, AUTHORIZING THE SUBMISSION OF AN APPLICATION FOR FUNDING UNDER THE EMERGENCY SHELTER GRANT PROGRAM TO THE U.S. DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT (HUD), PURSUANT TO TITLE IV OF THE STEWART B. MCKINNEY HOMELESS ASSISTANCE ACT, PL 100-77 (7/22/87). BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA: WHEREAS, on July 22, 1987 President Reagan signed into law the Stewart B. McKinney Homeless Assistance Act intended to provide urgently needed assistance to protect and improve the lives of the homeless; and, WHEREAS, the City Com mission authorized the submission of the Comprehensive Homeless Assistance Plan (CHAP) on September 16, 1987; and WHEREAS, under one component of this Plan, the Emergency Shelter Grant Program, the City of Miami Beach has been allocated $33,000 for the rehabilitation and/or operation of an emergency shelter; and WHEREAS, the City's allocation of $33,000 is insufficient to properly undertake and/or implement an independent project; and WHEREAS, this funding may be contractually combined with the Metro-Dade County allocation to be used for the operation and rehabilitation of the Miami Rescue Mission, located at 2250 N.W. 1st Avenue, Miami, for the benefit of all homeless women and children, thus assisting the homeless in Miami Beach; and WHEREAS, it has been agreed that priority will be given to the housing needs of Miami Beach residents who have been displaced by the closing of unsafe buildings through code enforcement action, or other City actions; NOW, THEREFORE, BE IT DULY RESOLVED BY THE CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the City Manager be authorized and directed to submit the application for funding under the Emergency Shelter Grant Program to the U.S. Department of Housing and Urban Development by October 15, 1987. Further, that the Administration be authorized to contractually transmit said funding to Metro-Dade County for the operation and renovation of the Miami Rescue Mission located within Miami, with the stipulation that Miami Beach's homeless women and children be allowed to utilize said facility. McKinney Homeless Assistance Act (PL 100-77), which is intended to provide urgently needed assistance to protect and improve the lives of the homeless. In response to the President's action, the City Commission authorized the submission of a Comprehensive Homeless Assistance Plan (CHAP) on September 16, 1987, through Resolution Number 87-18980. Under one component of this Plan, the Emergency Shelter Grant Program, the City of Miami Beach was allocated $33,000 for the rehabilitation and/or operation of an emergency shelter. Since no feasible project can be properly undertaken with such a small amount of funding, the Administration is working in conjunction with Metro- Dade County's Shelter Grant allocation to operate and rehabilitate the Miami Rescue Mission, located at 2250 N.W. 1st Avenue, Miami, with the stipulation that priority will be given to the housing needs of women and children in Miami Beach who have been displaced by the closing of unsafe buildings through code enforcement actions, or other City actions. ADMINISTRATION RECOMMENDATION The Administration recommends that the City Manager be authorized and directed to submit the application for funding under the Emergency Shelter Grant Program to the U.S. Department of Housing and Urban Development (HUD) by October 15, 1987. Further, that the Administration be authorized to contractually transmit said funding to Metro-Dade County for the operation and renovation of the Miami Rescue Mission located within Miami, with the stipulation that Miami Beach's homeless women and children be allowed to utilize said facility.
