RESOLUTION 87-19086 RESOLUTION NO. 87-19086 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, TO BE PRESENTED TO SOVIET REPUBLIC REPRESENTATIVES IN WASHINGTON ON DECEMBER 6, 1987 , URGING THE SOVIETS TO PERMIT PERSONS TO LEAVE RUSSIA. WHEREAS, on Sunday, the sixth day of December of the year 1987 , people from across the United States of America will gather in Washington , D . C . to make a statement to our government and that of the Soviet Union that Soviet Jewry immigration is a high priority to the American people; and WHEREAS, a commitment from the Soviet government regarding the early and expedient release of Soviet Jews wishing to leave Russia and who now total approximately four hundred thousand people , will be considered by the American people and its government as an act of good will among our peoples ; and WHEREAS , such a commitment had already been made by the signing of the Helsinki Accord, in which thirty-five countries participated including the Soviet Union, and which states on its third and last section that any citizen has the right to leave his own nation in order to reside in the country of his choice; and WHEREAS , Soviet Jewry immigration will indeed bring the people of the Soviet Union and the United States of America closer together in friendship and respect ; NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA , and especially by the ongoing efforts of Vice Mayor Abe Resnick, who has dedicated himself to the cause of Soviet Jewry immigration, that the Mayor and the City Clerk be and they are hereby authorized and directed to execute the above-described resolution on behalf of the City.
