RESOLUTION 88-19138 RESOLUTION NO. 88-19138 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, URGING THE DENIAL OF THE PROPOSED TAX INCREMENT DISTRICT IN THE DUPONT PLAZA AREA. WHEREAS, the New and Expanded Miami Beach Convention Center, funded by $52,000,000 in Metropolitan Dade County Bonds, is currently under construction and expected to be completed by 1990; and WHEREAS, a joint project of the Greater Miami Visitor and Convention Bureau, the Greater Miami Chamber of Commerce, Metropolitan Dade County and the City of Miami Beach is the establishment of the Public Facilities Trust to provide a unified approach to planning the expansion of facilities in the future; and, WHEREAS, the establishment of a DuPont Plaza tax increment district for the purpose of providing funding for exhibit space would be in direct conflict with and jeopardize the success of the New and Expanded Miami Beach Convention Center and the establishment of a Public Facilities Trust; and, WHEREAS, the transfer of incremental ad valorem tax revenues from the County's general fund to this purpose from the creation of the DuPont Plaza tax increment district would place a burden on the taxpayers to maintain an equal level of funding for County-wide needs; and, WHEREAS, the designation of a slum and blighted area in accord with the Florida State Statute definition is neither appropriate nor in the best interest of the Greater Miami area. NOW, THEREFORE BE IT DULY RESOLVED BY THE CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the City of Miami Beach Commission urges the Dade County Commission to deny any proposal for the creation of a tax increment district which would result in the construction of additional public exhibition space in the DuPont Plaza area.
