A RESOLUTION OF THE CITY COMMISSION OF THE
CITY OF MIAMI BEACH , FLORIDA HEREBY
RECOMMENDING TO THE UNITED STATES PAROLE
COMMISSION , THE IMMIGRATION AND
NATURALIZATION SERVICE , AND ALL OTHER
INVOLVED AUTHORITIES THAT DR. ORLANDO BOSCH-
AVILA BE RELEASED ON BOND , PAROLE OR
OTHERWISE, AND HE BE ALLOWED TO BEGIN LIVING,
WORKING AND PARTICIPATING IN THE DADE COUNTY
COMMUNITY.
WHEREAS, Dr . Orlando-Bosch Avila was convicted by the United
States District Court , Southern District of Florida in 1968 and
sentenced to 10 years in prison, from which prison sentence he
was paroled in 1974; and
WHEREAS, after over 1-1/2 years of successful parole, Dr .
Bosch left this County for Venezuela in 1976 , which departure
constituted a technical violation of his parole; and
WHEREAS, once released from Venezuelan custody, Dr . Bosch
returned quickly to the United States to face an outstanding
warrant for his arrest for technical parole violations and ,
hopefully, to reinstate his parole and build a life with his wife
and family, who presently live in Dade County, Florida; and
WHEREAS, Dr . Bosch returned to the United States on February
16 , 1988 and was immediately taken into custody by federal
authorities and efforts are presently underway to gain his
temporary release pending a parole revocation hearing, at which
time Dr . Bosch hopes to have his parole reinstated.
WHEREAS, in the short time since Dr . Bosch returned to Dade
County and notwithstanding his incarceration , he has been a
unifying and positive influence on the Cuban and entire South
Florida community; and
WHEREAS , Dr . Bosch has demonstrated his good faith by
returning to the United States to face parole violation charges
and has more than paid for the crime for which he was convicted
in 1968 by serving over 11 years in Venezuelan prison.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA that this body hereby recommends to
the United States Parole Commission , the Immigration and
Naturalization Service, and all other involved authorities that
Dr . Orlando Bosch-Avila be released on bond, parole or otherwise,
and he be allowed to begin living, working and participating in
the Dade County community.
