A RESOLUTION OF THE CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA,
AUTHORIZING CHANGE ORDER NO. 5 FOR
ADDITIONAL SERVICES PURSUANT TO PARAGRAPH
1.9 OF AGREEMENT BETWEEN THE CITY OF
MIAMI BEACH AND BORRELLI-FRANKEL-
BLITSTEIN, A JOINT VENTURE, AND THOMPSON
VENTULETT STAINBACK & ASSOCIATES, INC. ,
ARCHITECTS, FOR THE PURPOSE OF TEMPORARY
RELOCATION OF THE CONVENTION CENTER
DIRECTOR'S OFFICE, AND FOR REDESIGN AS
NECESSARY TO ELIMINATE THE PEDESTRIAN
LINK BETWEEN THE CONVENTION CENTER AND
TOPA TO PROVIDE BETTER VEHICULAR ACCESS
FROM THE EAST: FUNDS FOR THESE
ADDITIONAL SERVICES ARE AVAILABLE IN
CONVENTION CENTER BOND FUND NO. 358.
WHEREAS, the City of Miami Beach ( "City" ) , on May 3 ,
1985 , entered into an Agreement ( "Agreement" ) with Borrelli-
Frankel-Blitstein, a Joint Venture, and Thompson Ventulett
Stainback & Associates, Inc. ( "Architects" ) , for Architectural,
Engineering and Related Professional Services relative to the
expansion of the Stephen Muss Convention Center; and,
WHEREAS, the City Manager and the Tourist and
Convention Center Expansion Authority have recommended that the
Architect perform additional architectural work including
temporary relocation of the Convention Center Director ' s office,
and elimination of the pedestrian connection and redesign of
vehicular access at a price to be negotiated and presented to the
TCCEA and City Commission for ratification.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the City
Manager is authorized to instruct the Architects to proceed with
additional professional services for temporary relocation of the
Convention Center Director ' s office, and elimination of the
pedestrian connection and redesign of vehicular access at a price
to be negotiated and presented to the TCCEA and City Commission
for ratification. Funds are available in Convention Center Bond
Fund No. 358 .

A RESOLUTION AUTHORIZING THE CITY MANAGER
TO INSTRUCT THE ARCHI1ECT TO PROCEED WITH
ITEMS, NAMELY,` TEMPORARY RELOCATION OF
CONVENTION CENTER DIRECTOR'S OFFICE, AND
ELIMINATION OF PEDESTRIAN CONNECTION
BETWEEN CONVENTION CENTER AND TOPA AND
REDESIGN OF VEHICULAR ACCESS.
At the last Tourist and Convention Center Expansion Authority
(TCCEA) meeting, one of the users raised the question of
vehicular access to the east side, particularly the loading dock
area, during construction of the western portion. When the
original plans were prepared for Phase 1 , _they included a
pedestrian connection between the Convention Center and TOPA.
This connection was necessary to provide a tie-in so as the
City' s liquor license could serve both facilities. A new law has
been passed which makes special provisions for convention centers
and for $250 we can obtain a separate license for the Convention
Center and use our existing license for TOPA. This gives us the
opportunity to eliminate the pedestrian link and to provide
better vehicular access particularly from Washington Avenue to
the east side. I am requesting permission to proceed on this
basis which this will require additional work by the Architects .
We will bring the final agreement back to the Commission for
ratification in September.
In the same vein, we need to relocate Mr. Litz and his staff
during construction of the west wraparound. Although we have
thought of this problem, we never addressed it specifically until
recently. It is now decided that we will utilize one of the new
meeting rooms for this purpose. I request permission to
authorize the Architect to proceed _ nd we will bring the final
arrangement back to the Commission for ratification in September.

Although these items have not been formally presented to the
TCCEA, they are aware of these problems and I am sure they will
give us their full support. Funds are available from the
Convention Center Bond Fund No. 358 for these additional
services .
ADMINISTRATION RECOMMENDATION:
The Administration recommends that the City Commission authorize
the City Manager to request the Architect, Borrelli-Frankel-
Blitstein, to proceed with additional professional services
concerning temporary relocation of the Convention Center
Director ' s offices , and for redesign as necessary to eliminate
the pedestrian link to provide better vehicular access from the
east. Funds for additional professional services are available
in the Convention Center Bond Fund No. 358 .
