A RESOLUTION OF THE CITY OF MIAMI BEACH, FLORIDA,
ENDORSING AND SUPPORTING THE S.C.O.T.T. (SUPPORT COPS
ON TOUGHENING TIME) PROGRAM ON BEHALF OF THE MIAMI
BEACH POLICE DEPARTMENT AND ALL OTHER LAW
ENFORCEMENT OFFICERS
WHEREAS, the City of Miami Beach Police Department has had to respond to an ever
increasing number of calls for service; and,
WHEREAS, every Police call for service should be considered potentially life
threatening; and,
WHEREAS, the proliferation of hand guns has created an even higher presence of
danger for every Police Officer responding to a call for assistance; and,
WHEREAS, Police Officers are facing armed citizens upon too frequent an occasion;
and,
WHEREAS, there is a need to create State legislation which would call for a life
sentence, not subject to any method of time reduction, for those convicted of killing a Law
Enforcement Officer; and,
WHEREAS, it should be recognized that an individual who would fire upon and/or
murder a Law Enforcement Officer would not hesitate to murder a regular citizen;
NOW, THEREFORE, BE IT DULY RESOLVED THAT THE CITY COMMISSION OF THE
CITY OF MIAMI BEACH, call upon the Florida State Legislature to establish a specific
charge of first degree murder for killing a Law Enforcement Officer that would result, upon
conviction, in the murderer being automatically sentenced to a life sentence without any
method of time reduction.
FURTHER, THE CITY COMMISSION OF THE CITY OF MIAMI BEACH endorses and
supports the program S.C.O.T.T. (Support Cops on Toughening Time) in accomplishing the
foregoing objective.
