RESOLUTION 88-19351 RESOLUTION NO. 88-19351
A RESOLUTION OF THE CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA, URGING
THAT DADE COUNTY ADOPT AN ORDINANCE
STRENGTHENING THE ANTI-GRAFFITI LAWS, AS
RECOMMENDED BY THE TASK FORCE AGAINST
GRAFFITI.
WHEREAS, the Task Force Against Graffiti have been working
on legislation to strengthen anti-graffiti laws, to put into
place a mechanism to deal with graffiti problems on-going basis,
and
WHEREAS, the State Legislature enacted CS/HB 685 in the 1988
Legislature Session, and
WHEREAS, there are approximately fifty three graffiti gangs
in Dade County which compete with one another nightly with their
defacements of property and contribute to the actual gang
warfare, according to the police authorities, and
WHEREAS, the Miami Board of Realtors have taken a firm stand
for the enactment of an anti-graffiti ordinance, and
WHEREAS, the destructive use of spray paint on both private
and public buildings and property, including religious property,
has caused untold damage for which the citizens have little or no
redress, and
WHEREAS, it is mandatory that the penalties be increased and
that liability be placed upon the parents and guardians of minor
children who, through their uncontrolled behavior, have
contributed substantially to the graffiti problem in Dade County,
and
WHEREAS, the Dade County League of Cities, Inc. , by
Resolution 88-59 dated August 4 , 1988, urged Dade County to adopt
an anti-graffiti ordinance which was recommend by the Task Force
Against Graffiti.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA:
Section 1. That the Board of County Commissioners of
Dade County are hereby urged to adopt an
ordinance strengthening the anti-graffiti
laws as recommended by the Task Force Against
Graffiti.

Section 2 . That the City Clerk shall cause copies of
this resolution to be distributed
to the Mayor, each member of the Board of
County Commissioners of Dade County, and the
media.
