RESOLUTION 88-19403 RESOLUTION NO. 88-19403 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, AUTHORIZING THE CITY MANAGER TO DEVELOP CHANGE ORDER NO. 6 TO THE AGREEMENT BETWEEN THE CITY AND BORRELLI- FRANKEL-BLITSTEIN FOR ENGINEERING AND RELATED PROFESSIONAL SERVICES RELATIVE TO CONSTRUCTING A HELIPORT AND RELATED FACILITIES ON THE ROOF OF THE WESTERN PORTION OF THE CONVENTION CENTER. WHEREAS, the City of Miami Beach ("City") , on May 3 , 1985, entered into an Agreement ("Agreement") with Borrelli- Frankel-Blitstein, a Joint Venture, and Thompson Ventulett Stainback & Associates, Inc. ("Architects") , for Architectural, Engineering and Related Professional Services relative to the expansion of the Stephen Muss Convention Center; and, WHEREAS, the concept of the heliport at the Stephen Muss Convention Center has been approved in principle by the Tourist and Convention Center Expansion Authority (TCCEA) ; and, WHEREAS, the TCCEA recognized the necessity to coordinate the heliport construction with Phase II and the west wraparound; and, WHEREAS, in order to expedite this process, it is determined necessary at this time that the City proceed with the Change Order No. 6 to authorize architectural, engineering and related professional services; and WHEREAS, it is recognized that this fee is subject to change because the City is not fully aware of the County requirements at this time; and, WHEREAS, the City Manager is limited to the expense at this time of $50, 000 without further City Commission approval ; and, WHEREAS, funds for this purpose can be made available from the Convention Center Bond Fund No. 358 . NOW, THEREFORE, BE IT DULY RESOLVED BY THE CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that a fee of $50, 000, subject to ratification by agreement between the City and County is established for the purpose of professional services related to the heliport, and the City Manager is hereby authorized to proceed subject to the development of agreements between the City and County which agreements must be presented to the City Commission by November 16, 1988 . ' • and Q Members of eCityCom ' io FROM: Rob We Parki / ac" City Manager CO ION CENTER EXPANSION PROJECT -- SUBJECT: HELICOPTER LANDING FACILITIES For some time members of my staff have been meeting with members of Dade County Airport Department for the purpose of incorporating as part of the Convention Center a landing facility and other features for helicopters. This would be located on the roof of the west wraparound on the northerly side. It is felt by the County that this can be best accomplished by using the City' s Architect, Borrelli-Frankel-Blitstein. This , of course, gives us the opportunity to ensure ourselves that design and hopefully the construction schedule will be compatible with the west wraparound. It ultimately will require an agreement between the City and Dade County, a lease of the roof area for 20 years , and an agreement between the City and its Architect_ for additional professional services. All costs for design and construction will be borne by Dade County.
