RESOLUTION 88-19472 RESOLUTION NO. 88-19472 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA AUTHORIZING THE PREPARATION AND SUBMITTAL OF A PETITION TO THE SOUTH FLORIDA REGIONAL PLANNING COUNCIL REQUESTING AN EVALUATION AND AMENDMENT OF ITS REGIONAL PLAN FOR SOUTH FLORIDA, DATED JUNE 1987, TO PROVIDE FOR A HOTEL/MOTEL DEVELOPMENT OF REGIONAL IMPACT (DRI) THRESH- OLD OF 750 UNITS WITHIN THE JURISDICTION OF THE CITY OF MIAMI BEACH IN ACCORDANCE WITH SECTION 380.0651(3) (g) (2) OF FLORIDA STATUTES; AND AUTHORIZING THE CITY MANAGER TO EXECUTE SAID PETITION ON BEHALF OF THIS COMMISSION AND SERVE IT UPON THE CLERK OF THE SOUTH FLORIDA REGIONAL PLANNING COUNCIL. WHEREAS, Chapter 380 of Florida Statutes currently provides for a hotel/motel development of regional impact ("DRI") threshold of 350 units and possibly as few as 280 units throughout the State of Florida; and WHEREAS, the addition of a 350 unit hotel will put little demand on Miami Beach ' s existing tourism infrastructure; and WHEREAS, the DRI process is often costly and time consuming and , in this case , with a nominal threshold , places an unreasonable burden on the City of Miami Beach, which would be better serving its citizens by encouraging tourism development; and WHEREAS, according to Chapter 380 of Florida Statutes , development of regional impact review may not be required for [a] ny proposed hotel or motel development that is planned to create or accommodate 750 or more units, in a county with a population greater than 500 ,000 , and only in a geo- graphic area specifically designated as highly suitable for increased threshold intensity in the approved local comprehen- sive plan and in the comprehensive regional policy plan. Section 380. 0651 (3) (g) (2) , Florida Statutes (1988) ; and WHEREAS, the population of Dade County was estimated by the University of Florida Bureau of Economic and Business Research to be 1,776 ,100 in 1986; and WHEREAS, the proposed City of Miami Beach Year 2000 Comprehensive Plan currently contemplates a hotel and motel DRI threshold of 750 units; and WHEREAS, the South Florida Regional Planning Council Regional Plan does not currently provide for an increased hotel/ motel DRI threshold in Miami Beach, or anywhere; and WHEREAS, Dade County is the second ranking tourist destination in the State of Florida, according to the State of Florida Department of Transportation, Division of Tourism; and WHEREAS, the City of Miami Beach featured over forty-five percent (45%) of all tourist accommodation facilities (hotels and motels) in Dade County in 1987 at an occupancy rate of over seventy percent (70%) , according to the Greater Miami Convention and Visitors Bureau; and WHEREAS the Greater Miami Convention and Visitors Bureau reports resort tax collection totals for Miami Beach to exceed $3 ,500,000 annually; and WHEREAS, the City of Miami Beach has committed a substantial public investment in the City' s already burgeoning tourism industry with a eighty eight million dollar expansion of the Miami Beach Convention Center , accelerated activities within the South Beach Redevelopment District, and an expansive fifty-one million dollar beach restoration program; and WHEREAS, repair and restoration of many dilapidated beach hotels would facilitate an improved occupancy rate and enhance and revitalize Miami Beach ' s tourist industry without creating a need for additional infrastructure and services , since this activity would be highly desirable urban infill; and WHEREAS, based on the foregoing , of all areas within the South Florida region, as well as the entire State of Florida, Miami Beach is clearly the most viable place to apply the increased hotel/motel DRI threshold in Florida contemplated in Chapter 380 of Florida Statutes; and WHEREAS, it is possible to have the City of Miami Beach ini- tiate an amendment to the adopted Regional Plan by petitioning the South Florida Regional Planning Council to evaluate its Regional Plan and modify same; and - 2 - WHEREAS, it is highly desirable and beneficial to the citizens of Miami Beach to encourage hotel/motel development within the City and that this would be accomplished with an increased hotel/motel DRI threshold. NOW, THEREFORE, BE IT DULY RESOLVED BY THE CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, the following : Section 1. The foregoing recitations are incorporated here- in by reference . Section 2. The City Attorney is hereby authorized to prepare a petition to the South Florida Regional Planning Council requesting evaluation and modification of the South Florida Regional Planning Council Regional Plan for South Florida dated June 1987 to allow for a hotel/motel DRI threshold of seven hundred and fifty units within the jurisdiction of the City of Miami Beach (the "Petition") . Section 3. The City Manager is hereby authorized to execute said Petition and to serve it upon the Clerk of the South Florida Regional Planning Council.
