RESOLUTION 89-19511 RESOLUTION NUMBER 89-19511 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, AUTHORIZING THE MAYOR AND CITY CLERK TO APPLY FOR A HIGHWAY BEAUTIFICATION GRANT MEMORANDUM OF AGREEMENT WITH THE FLORIDA DEPARTMENT OF TRANSPORTATION BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, THAT, WHEREAS, many roadside areas abutting Department of Transportation right-of-way areas must be maintained and attractively landscaped; and WHEREAS, the Mayor and City Commission of Miami Beach desire that the City beautify and improve various right-of-way areas within the City of Miami Beach by landscaping; and WHEREAS, the City of Miami Beach desires to apply for a Highway Beautification Grant from the State of Florida Department of Transportation; and NOW, THEREFORE, BE IT DULY RESOLVED BY THE CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Clerk are hereby authorized and directed to execute an application for a Highway Beautification Grant from the State of Florida Department of Transportation. Par s City Manager SUBJECT: APPLICATION FOR A HIGHWAY BEAUTIFICATION GRANT FROM FLORIDA DEPARTMENT OF TRANSPORTATION The Parks Division has been working with Mr. Peter Strelkow, a registered landscape architect residing on Miami Beach, and a member of the Beautification Committee, in ways to comply with the Commission's wishes to beautify the entrances to Miami Beach. This plan had been discussed several times in the past; however, monetary constraints have held us back. Mr. Strelkow was recently made aware of the fact that there are State grants available from the Florida Department of Transportation to beautify State right-of-ways within City limits. The area chosen for Application is the Julia Tuttle Causeway at the triangular strip of land where the Welcome Sign to Miami Beach presently is located. This area of land comprises approximately 13 acres. This Application is based on a 50-50% funding process wherein the City can use in-kind services for their share. In addition, it is proposed that the State purchase most of the trees with State monies. City forces are to plant and maintain said trees. The use of native plant materials is one of the requirements of this Grant, thus the City's maintenance problems will be minimized. Application is due in the District Highway Office no later than 5:00 p.m. on February 1, 1989. ADMINISTRATION RECOMMENDATION: The City Administration recommends adoption of the attached Resolution authorizing the Mayor and City Clerk to execute the Application for a Highway Beautification Grant from Florida Department of Transportation to beautify the easterly end of the Julia Tuttle Causeway.
