A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, SUPPORTING AND ENCOURAGING THE
STATE OF FLORIDA'S LIBRARY DEVELOPMENT PLAN AS SET
FORTH IN FLORIDA STATUTE , CHAPTER 257.
WHEREAS, the City of Miami Beach recognized in 1986 the benefits of County-wide
and regional libraries; and,
WHEREAS, the City of Miami Beach upon recognizing those benefits merged with the
Miami-Dade County Library System; and,
WHEREAS, the City of Miami Beach citizens and visitors have experienced an increase
in service levels and can attest to the benefits derived from providing library services on a
County-wide basis; and,
WHEREAS, the State of Fla. S tat. Ch. 257 endorses and encourages the concept of
County-wide and regional library facilities as part of the State's Library Development Plan;
and,
WHEREAS, State of Fla. Stat. Ch.257 also provides for the funding of such County-
wide and regional library facilities; and,
WHEREAS, 96% of Florida's library users are served by County-wide library systems.
NOW, THEREFORE BE IT DULY RESOLVED BY THE CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, that the City of Miami Beach City Commission
strongly recommends that the State of Florida continue to encourage the growth of County-
wide and regional library facilities by providing sufficient funds to these facilities and
strongly endorses Florida's Library Development Plan, as set forth in F.S. , Chp tr. 257
best means of ensuring access to information for all citizens of the State of Florida.

SUBJECT: A RESOLUTION SUPPORTING AND ENCOURAGING THE STATE OF
FLORIDA'S LIBRARY DEVELOPMENT PLAN AS SET FORTH IN FLORIDA
STATUTE 257
The City of Miami Beach recognized in 1986 the benefits of County-wide and regional
libraries and upon recognizing those benefits merged with the Miami-Dade County Library
System. Since that time the citizens and visitors have experienced an increase in service
levels and can attest to the benefits derived from providing- library services on a County-
wide basis. However, there is a coalition of municipal libraries that is attempting to change
Florida Statute 257 which encourages the concept of County-wide and regional library
facilities as part of the State's Library Development Plan. State of Florida Statute 257 also
provides for the funding of such County-wide and regional library facilities. The change
being sought would provide funding to municipal libraries through Statute 257, thereby
reducing the amount of funds available to County-wide facilities.
The Library Advisory Board discussed this situation at their last meeting and recommends
that attached Resolution be adopted and that the State of Florida continue to encourage the
growth of County-wide and regional library facilities by providing sufficient funds to these
facilities and strongly endorses Florida's Library Development Plan, as set forth in Statute
257, as the best means of ensuring access to information for all citizens of the State of
Florida.
ADMINISTRATION RECOMMENDATION:
The Administration recommends that the City Commission adopt the Resolution.
