A RESOLUTION OF THE CITY COMMISSION OF THE
CITY OF MIAMI BEACH AUTHORIZING THE CITY
MANAGER AND THE CITY CLERK TO EXECUTE AN
AGREEMENT BETWEEN THE CITY OF MIAMI BEACH AND
NORMAN M. GILLER AND ASSOCIATES, PROFESSIONAL
ARCHITECTS, FOR DESIGN AND CONSTRUCTION
ADMINISTRATION OF FLAMINGO PARK LOCKER ROOM
FACILITY.
WHEREAS, the City Administration, through the Purchasing
Division issued a Request for Letters of Interest (RFLI-75-88/89)
for Professional Architects for Design and Construction
Administration of Flamingo Park Locker Room Facility of Miami
Beach; and
WHEREAS, Proposal were received and the City Commission rank
ordered for negotiations the firm of Norman Giller and Associates .
WHEREAS, an appropriate Agreement has been negotiated, the
City Manager has recommended its execution and the City Attorney
has approved it as to form.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE CITY COMMISSION OF
THE CITY OF MIAMI BEACH that the City Manager and the City Clerk
are hereby authorized to execute the Agreement attached hereto
between the City of Miami Beach and Norman M. Giller and
Associates, Professional Architects, for Design and Construction
Administration of Flamingo Park Locker Room Facility.

The Committee, by vote, chose to hear presentations of the
following firms:
Beilinson Architect
Tilden & Associates, Architect
Perez-Vichot, AIA
Kunde, Sprecher, Yaskin and Associates, Inc.
Norman M. Giller and Associates, Inc.
David Volkert & Associates, Architects
The Committee meeting was held on March 28, 1989 at 9 : 00 a.m. at
which time presentations were heard from five (5) firms. Tilden
& Associates, Architects had to withdraw due to a schedule
conflict.
The final recommendation to the City Manager was to present the
following firms in alphabetical order for rank ordering by the City
Commission:
Beilinson Architect
Norman M. Giller & Associates, Inc.
Kunde, Sprecher, Yaskin & Associates, Inc.
ADMINISTRATION RECOMMENDATION:
That the Commission rank order the three firms and authorize the
City Manager to execute the negotiated contract to expedite the
completion of this project by December 1, 1989 for the Orange Bowl
Tournament.
