A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF MIAMI BEACH,
FLORIDA, REPEALING RESOLUTION NO. 86-18575; AND ADOPTING A NEW
SCHEDULE OF FEES TO REFLECT ACTUAL PER UNIT COSTS FOR MAKING
PHOTOCOPIES OF PUBLIC RECORDS, FOR TRANSMITTING PUBLIC RECORDS
VIA FAX MACHINE, AND FOR GENERATING COMPUTER REPORTS OF PUBLIC
RECORDS OF THE CITY OF MIAMI BEACH.
WHEREAS, Cityof Miami Beach Resolution86-18575established t NO. established fees
and charges for making photographs or copies of public records; and
WHEREAS, the Administration has prepared an updated analysis of the
increased cost of transmitting, photocopying and generating public records,
which includes monthly rental/lease charges for machines, and the cost of
paper, toner, dry ink, and replacement copy cartridges; and
WHEREAS, new developments in information technology resources have
resulted in a growing demand for these additional services; and
WHEREAS, the Administration has determined that the following fees are
reasonable and in conformance with law.
NOW, THEREFORE BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA that Resolution No. 86-18575 is hereby repealed in its
entirety, and that a new fee schedule for photocopies, FAX transmissions, and
computer generated reports of City of Miami Beach public records is hereby
authorized and adopted as follows:

VIA FAX MACHINE, AND FOR GENERATING COMPUTER REPORTS OF PUBLIC
RECORDS OF THE CITY OF MIAMI BEACH.
On September 3, 1986, the City Commission adopted Resolution No. 86-18575,
establishing a schedule of fees for making photographs or copies of public
records of the City of Miami Beach. That schedule was prepared to reflect
actual per unit costs in .1986. In the last several years the costs of paper,
toner, dry ink, replacement copy cartridges, service maintenance contracts, and
rental/lease fees for photocopy machines have continued to increase. Some
documents listed in the resolution have also increased in size since September,
1986. Due to the increased costs associated with providing the listed public
records and services, the Administration believes the proposed resolution is in
compliance with Chapter 119 of the Florida Statutes.
New developments in information technology resources have resulted in a growing
demand for these additional services. For this reason, the attached resolution
includes several new categories: computer generated reports, FAX transmittals
of records, and prints of microfilmed documents (non-building plans) .
A survey of photocopy charges made by neighboring government Clerk offices
reveals that the proposed increase in photocopy fees is less than the majority
of Clerks are currently charging:
Bal Harbour, and Miami: 25 /page
Coral Gables: $1.00 for the first page; 25c/page thereafter
Dade County
(Clerk of the Board) : $1.00 for the first page; 50 /page thereafter
Hialeah: 50c/page for the first 10; 25t/page thereafter
Homestead: 20t/page
Opa Locka: 50'/page

ADMINISTRATION RECOMMENDATION:
The Administration recommends that the City Commission adopt the attached
resolution repealing Resolution No. 86-18575; and adopting a new schedule of
fees to reflect actual per unit costs for making photocopies of public records,
for transmitting public records via FAX machine, and for generating computer
reports of public records of the City of Miami Beach. 58
