SUBJECT : SEGMENTED CONSTRUCTION PROPOSED FOR WEST AVENUE PROJECTS
The purpose of this Letter to Commission is to inform the Mayor and Commissioners
that a new Segmented Construction approach is being implemented for the West
Avenue North and South proj~cts (Attachment 1 ). As the name indicates, this approach
divides a larger project into segments, which lessens the impact to the affected
community by successfully advancing the work to completion in one project segment
before proceeding to the next one. Until recently, the project team was working to
complete the design of both West Avenue projects , prior to commencing construction.
Upon commencement of construction, the design-builder would have proceeded with
work throughout the area, creating a large area of impact for an extended period of time.
Segmented Construction has been proposed to the community and has received
positive feedback and overall acceptance. The benefits of this approach are:
• Fully dedicates resources to one segment at a time.
• Shortens the overall duration of work in a given area.
• Community will see progress within each segment rather than experiencing work
in multiple phases.
• Minimizes construction traffic impacts along West Avenue as the entire street will
not be an open work zone.
• Local traffic will be maintained within the active segment and other traffic will be
diverted.
With the proposed Segmented Construction approach, design will be segmented as
well, completing each segment before construction of that segment begins, and then
proceeding with the final design of the next segment.
The Public Works Department and the Office of Capital Improvement Projects favor this
proposed construction approach in order to deliver a construction process which reduces
impacts to the residents and area commuters.
