A RESOLUTION OF THE CITY COMMISSION OF THE
CITY OF MIAMI BEACH AUTHORIZING THE MAYOR AND
THE CITY CLERK TO EXECUTE A CONSENT TO
ASSIGNMENT OF CONCESSION AGREEMENT FROM THOMAS
REIDEL, AS SOLE TRUSTEE OF INDIVIDUAL SERVICES
AND INVESTMENTS, INC. , A DISSOLVED FLORIDA
CORPORATION TO EUROPE GUESTHOUSE, INC. FOR THE
OPERATION OF A CONCESSION ON THE BEACH AT THE
18TH STREET END
WHEREAS, the City of Miami Beach and Shelborne Development
Corporation entered into a Concession Agreement pursuant to City
Commission Resolution No. 86-18666 approved November 5, 1986 ; and
WHEREAS, the above described Concession Agreement provides for
the exclusive privilege of operating on the beach at the 18th
Street End for a five year term ending November 30, 1991; and
WHEREAS, pursuant to Resolution No. 86-18666, the above
described concession rights were assigned from Shelborne
Development Corporation to Art Deco Beach Concessions, Inc. on
November 5, 1986 and further assigned to Individual Services and
Investments, Inc. pursuant to Resolution No. 88-19162 , approved
February 17 , 1988 ; and
WHEREAS, Thomas Reidel, as sole Trustee of Individual Services
and Investments, Inc. is desirous of assigning his rights under the
Concession Agreement to Europe Guesthouse, Inc. , and Europe
Guesthouse, Inc. is desirous of assuming those rights, and an
assignment has been executed by the parties.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and the City Clerk
are hereby authorized to execute a consent to assignment of
concession agreement from Thomas Reidel, as sole Trustee of
Individual Services and Investments, Inc. to Europe Guesthouse,
Inc. for the operation of a concession on the beach at the 18th
Street End.

ASSIGNMENT OF BEACHFRONT CONCESSION RIGHTS FROM THOMAS
SUBJECT: REIDEL, AS SOLE TRUSTEE OF INDIVIDUAL SERVICES AND
INVESTMENTS, INC. , TO EUROPE GUESTHOUSE, INC. FOR OPERATION
OF A BEACHFRONT CONCESSION AT 18TH STREET END
HI STORY
The Concession Agreement between Shelborne Development Corporation
and the City of Miami Beach was entered into pursuant to Commission
Resolution No. 86-18666. The concession agreement provides for a
term commencing December 1, 1986 and terminates November 30, 1991.
Said Commission Resolution also provided for the City' s consent to
the assignment of the agreement to Art Deco Beach Concessions, Inc.
The concession agreement was subsequently further assigned to
Individual Services and Investments, Inc. The City consented to such
assignment pursuant to City Commission Resolution No. 88-19162
approved February 17, 1988 .
Thomas Reidel, as Sole Trustee of Individual Services and
Investments, Inc. , is desirous of assigning his concession rights for
the referenced location to Europe Guesthouse, Inc. , as represented
in a Purchase and Sale Contract, a copy of which is attached.
BACKGROUND:
Europe Guesthouse, Inc. , a Florida corporation, seeks the City' s
consent of the assignment of the concession agreement. The principal
of Europe Guesthouse, Inc. , Carlos Mej ias, 721 Michigan Avenue, Miami
Beach, Florida, has supplied appropriate financial and background
information to demonstrate capacity to operate the concession
agreement as required by its terms and conditions.
ADMINISTRATION RECOMMENDATION:
The City Administration recommends the City Commission approve a
Resolution authorizing the Mayor and the City Clerk to execute a
Consent to Assignment of the referenced Concession Agreement from Tom
Reidel, as Sole Trustee of Individual Services and Investments, Inc. ,
to Europe Guesthouse, Inc. for operation of a beachfront concession
at 18th Street End.
