SUBJECT: SUNSET HARBOUR STORMWAT R PUMP STATION #3 — SCREENING
The purpose of this Letter to Commission is to update the Mayor and City Commission on
the status of the project to provide architectural screening to Stormwater Pump Station #3,
located at the intersection of 20th Street and West Avenue, in Sunset Harbour.
Requests from the community to screen the generator, electrical panels and pump station
(Attachment A), resulted in a few meetings with representatives from the community. They
indicated a desire to screen the area with an attractive enclosure, indicative of their
neighborhood. They rejected the type of perforated metal suggested in the City's approved
prototype and requested a more decorative design that would also become a neighborhood
entrance sign.
The project includes the installation of 180 linear feet of decorative perforated stainless-
steel screen panels along the perimeter of the pump station (Attachment B). The height of
the screens will vary from 9 feet to 3 feet, above existing concrete traffic barriers. The
panels will be attached to stainless steel posts, with stainless steel anchors. Stainless steel
components, considered to be the most durable for the site conditions, were selected due to
their structural characteristics and to minimize the future maintenance of the system.
Signage with accent lighting delineating the entrance to the Sunset Harbour Neighborhood
will be incorporated into the eastern façade of the screen.
A Grecian style perforated metal was selected by the representatives of the neighborhood.
The Grecian style perforated metal requires a special water jet cutting process to create the
perforations in the metal. This process is substantially more expensive than that required for
the "bubble" design included in the City's prototype.
Structural requirements for the support of the screen structure, at areas higher than
three feet, warrant the removal and replacement of approximately 100 linear feet of
existing concrete traffic barriers. The new traffic barriers will be constructed to support
the screens over 3'-0" tall. The entire screen assembly is designed to withstand a
category 5 hurricane.
The replacement of the existing traffic barrier, and its foundation, will require the
removal and replacement of asphalt pavement within the north and south portions of
20th Street adjacent to the pump station. The roadway will be closed periodically during
construction, and the contractor will need to have a MOT (Maintenance of Traffic) plan
in place during the process.
On July 17, 2019 the City Commission adopted the 7th Amendment to FY2018/19 Capital
Budget, allocating funding for this project. The development of construction documents
phase is scheduled to be completed in August 2019. Following completion of the
construction documents, a permit from the Public Works Department will be obtained, and
the process for the procurement of a contractor will be finalized. The project team is
attempting to complete the permit phase and award a contract during the summer break but
anticipates that it may be awarded in September with construction commencing in October
2019 and having a duration of approximately 4 months.
