RESOLUTION 90-19897 RESOLUTION NO 90-19897 A RESOLUTION CREATING THE YOUTH CENTER ADVISORY BOARD: PROVIDING FOR ITS MEMBERSHIP; THE MODE OF APPOINTMENT; AND ITS JURSIDICTION, DUTIES AND RESPONSIBILITIES; REPEALING RESOLUTION NO. 87-19045. BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA that: SECTION 1: That effective FEBRUARY 7, 1990 a Youth Center Advisory Board is recreated. Said Board shall consist of 14 members . Each member of the City Commission shall appoint 2 members . 1. Members shall be permanent residents and/or registered voters of the City of Miami Beach, and 18 year or older. 2. Members must have an affiliation with the Scott Rakow Youth Center, either through past service on the committee or present participation in youth center activities by their children. 3. The Board shall have the following rights, duties , responsibilities and jurisdiction: The Board shall be charged with the duty and responsibility to act in an ADVISORY capacity to the City Commission, City Manager and Director of Parks and Recreation in matters pertaining to recreational and operational functions of the City of Miami Beach Scott Rakow Youth Center. Said Board shall cooperate with other governmental agencies and civic groups in the advancement of sound recreation planning, operation and programming. The Board shall be purely advisory and recommendatory regarding the programs and services of said youth center. 4. The Board shall meet and organize at the earliest possible time immediately following its formulation and shall elect a chairperson, vice-chairperson and secretary who shall hold office at the will of the Board. The secretary will be required to keep minutes of all meetings and maintain records of all action by the board. Its meeting shall be held at such times and places as shall be fixed and determinted by it, and the board shall comply with the provisions of Resolution No. 84-17627 relative to attendance and submission of the minutes of its meetings. The City Manager is hereby directed and authorized to furnish, supply, and make available to the Board suitable and proper accommodations for the transaction of the business of said Board. The Board shall submit to the City Manager and the City Commission interim reports as to the performance of its duties and responsibilities as hereinabove set forth. 5 . The term of office will be one (1) year. SECTION 2. That Resolution No. 87-14045 is hereby repealed. Pa •ns c City Manager P I FA YOUTH CENTER ADVISO'Y BOARD -MEMBERSHIP INCREASE SUBJECT: The present members of the Youth Center Advisory Board are requesting an increase in the number of members from seven (7) to fourteen (14) . They feel more work could be accomplished by having additional members . Also, they recommend appointments be made from residents who have an affiliation with the Youth Center through their childrens participation or past membership on the board. ADMINISTRATION RECOMMENDATION The Administration recommends increasing the Youth Center Advisory Board from seven (7) to fourteen (14) members.
