A RESOLUTION AUTHORIZING THE REQUEST FOR THE
SERVICES OF THE INTERNATIONAL ASSOCIATION OF
CHIEFS OF POLICE TO CONDUCT A PROFESSIONAL REVIEW
OF THE MIAMI BEACH POLICE DEPARTMENT.
WHEREAS, the City of Miami Beach Police Department accounts for a large
percentage of the City's total budget; and
WHEREAS, the City of Miami Beach Police Department is committed to
rendering the best possible service to the citizens of Miami Beach; and
WHEREAS, any Department which accounts for such a large percentage of
the City's total budget, should be, from time to time, analyzed as to productivity and
efficiency in all phases of operations; and
WHEREAS, although no specific criticism or aspersions have been cast
against any member of the City of Miami Beach Police Department, an independent
analysis and study of productivity and efficiency of the Department can benefit the
health, safety and welfare of the citizens of Miami Beach.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF MIAMI BEACH, that the services of the International Association of Chiefs of
Police is hereby requested to conduct an independent analysis and study of productivity
and efficiency of the Miami Beach Police Department in all its phases of operations.

SUBJECT: ANALYSIS OF MIAMI BEACH POLICE DEPARTMENT
On October 31, 1989, the Miami Beach Taxpayer' s Association
requested an independent analysis of the Police Department by the
International Association of Chiefs of Police.
A proposal for a study of the management, operations, and
effectiveness of the Miami Beach Police Department has been
prepared by the International Association of Chiefs of Police
(IACP) . This proposal includes a thorough evaluation of existing
Police Department functions, programs, practices and the
environment in which the Department operates and will produce a
series of recommendations relative to their study program.
The IACP anticipates a six-phase work program that they anticipate
would be completed in four to five months.
Total cost for the IACP study is $61, 500.
