A RESOLUTION OF THE CITY COMMISSION OF THE CITY
OF MIAMI BEACH, FLORIDA, TO THE COUNTY
COMMISSION OF METROPOLITAN DADE COUNTY,
FLORIDA, EXPRESSING SUPPORT FOR THE DADE COUNTY
PERFORMING ARTS CENTER TRUST, BUT EXPRESSING
ITS CONCERN THAT ANY CONSIDERATION FOR USE OF
THE CONVENTION DEVELOPMENT TAX REVENUES FOR
CONSTRUCTION OF A PERFORMING ARTS CENTER SHOULD
GIVE PRIORITY CONSIDERATION TO (A) ADEQUATE
PARKING FACILITIES FOR THE MIAMI BEACH
CONVENTION CENTER SO AS TO MAINTAIN THE
CONVENTION CENTER'S COMPETITIVENESS IN THE
MARKET PLACE FOR NATIONAL CONVENTIONS AND
(B) FUNDING OF ALL OPERATING AND MAINTENANCE
DEFICIT OF THE MIAMI BEACH CONVENTION CENTER
OVER AND ABOVE THE $2 .5 MILLION IN DEFICIT
FUNDING CURRENTLY PROVIDED FOR UNDER THE
OPERATIVE CONVENTION DEVELOPMENT TAX
RESOLUTIONS.
WHEREAS, the City of Miami Beach City Commission wishes to
express its support for the Dade County Performing Arts Center
Trust, including the selection of the Knight-Ridder site as the
location for the Performing Arts Center; and
WHEREAS, the primary and overriding purpose of the Convention
Development Tax is to provide Dade County with a first class
convention facility, with exhibit space, parking facilities and
other amenities which will enable the convention facility to be
competitive with other convention centers now existing and being
developed in the United States; and
WHEREAS, the City of Miami Beach has contracted for a study
of the parking needs in the Convention Center area; and
WHEREAS, the Miami Beach Convention Center is operating for
the 1989-90 budget year at a deficit of approximately $4 . 5 million,
which is approximately $2 . 0 million in excess of the $2 . 5 million
currently provided by the Convention Development Tax; and
WHEREAS, the City Commission wishes to have the issues of the
additional deficit over and above $2 .5 million and adequate
Convention Center parking addressed in the process of supporting
the Performing Arts Center.
NOW, THEREFORE, BE IT DULY RESOLVED by the City Commission of
the City of Miami Beach, Florida, as follows:
1) The City of Miami Beach hereby expresses its support for
the Dade County Performing Arts Center Trust, including the
selection of the Knight-Ridder site by the Trust.
2) That any consideration for use of the Convention
Development Tax revenues for construction of a Performing Arts
Center should give priority consideration to:
(a) Adequate parking facilities for the Miami Beach
Convention Center so as to maintain the Convention
Center's competitiveness in the market place for national
conventions; and
(b) Funding of all operating and maintenance deficit of the
Miami Beach Convention Center over and above the $2 . 5
million in deficit funding currently provided for under
the operative Convention Development Tax resolutions.
PASSED and ADOPTED this 21st day of March, 1990.

Again, we wish to declare our support for the Dade County
Performing Arts Center Trust, including the selection of the
Knight-Ridder site by the Trust. The City feels, however, that the
aforementioned concerns should be addressed prior to any new use
of the • . ention Development Tax funds.
