Resolution 2019-30918 RESOLUTION NO. 2019-30918 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, ACCEPTING THE RECOMMENDATIONS OF THE FINANCE AND CITYWIDE PROJECTS COMMITTEE, AT ITS JUNE 28, 2019 MEETING, TO ORGANIZE A RESTAURANT CRAWL IN CONJUNCTION WITH NORTH BAY VILLAGE; AND AUTHORIZING THE CITY MANAGER TO EXECUTE AN AGREEMENT WITH THE PRISM MUSIC GROUP, INC FOR THE IMPLEMENTATION OF THE EVENT IN THE AMOUNT NOT TO EXCEED $20,000. WHEREAS, at the June 28th, 2019 Finance and Citywide Project Committee (FCWPC) meeting, during the discussion regarding the annexation of the City of North Bay Village, the FCWPC passed a motion, directing City staff to initiate a plan to activate a restaurant crawl in North Beach in conjunction with the City of North Bay Village; and WHEREAS, the goal of this restaurant tasting event is to increase visibility of local businesses in the North Beach and North Bay Village area and provide locals and visitors with an opportunity to sample restaurants within the area at special prices or free of charge; and WHEREAS, the Greater Miami Conventions and Visitor's Bureau (GMCVB) has a similar program called Miami Spice that showcases the very best of Greater Miami and the Beaches' diverse cuisine, featuring three course meals at the top eateries in the region at a set price during the months of August and September; and WHEREAS, currently, there are three North Beach and one North Bay Village restaurants that are participating in the Miami Spice Program; and WHEREAS, any other restaurants who want to participate must be members of the GMCVB and_pay a fee; and WHEREAS, the City's Economic Development Department explored best practices for restaurant tasting and consulted with The Prism Music Group, Inc. (PRISM), who specializes in organizing such events; and WHEREAS, PRISM has been retained by other municipalities, including the City of Miami Beach, who has contracted with PRISM to successfully activate underutilized public spaces, such as Lummus Park and the Rue Vendome area; and WHEREAS, City staff recommends accepting the recommendation of the FCWPC and authorizing the City Manager to execute an agreement with PRISM to implement a restaurant crawl in the North Beach area in the amount not to exceed $20,000. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby accept the recommendation of the Finance and Citywide Projects Committee, at its June 28th 2019 meeting, to organize a restaurant crawl in conjunction with North Bay Village; and authorize the City Manager to execute an agreement with The Prism Music Group, Inc. for the implementation of the event in the amount not to exceed $20,000. Morales, City Manager DATE: July 31, 2019 SUBJECT:A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, ACCEPTING THE RECOMMENDATIONS OF THE FINANCE AND CITYWIDE PROJECTS COMMITTEE, APPROVING A NORTH BEACH RESTAURANT CRAWL IN CONJUNCTION WITH NORTH BAY VILLAGE; AND AUTHORIZING THE CITY MANAGER TO NEGOTIATE WITH PRISM. RECOMMENDATION The Finance and Citywide Projects committee recommends approving a North Beach restaurant tasting in partnership with North Bay Village and authorizing the City Manager to negotiate with PRISM to design and implement such a program. ANALYSIS At the direction of the Finance and Citywide Projects Committee, the Economic Development department engaged with the Greater Miami Conventions Bureau (GMCVB) to explore the creation of a restaurant crawl in the North Beach and North Bay Village area. The GMCVB already has an established program called Miami Spice that showcases the very best of Greater Miami and the Beaches diverse cuisine featuring three course meals at the top eateries in the region at a set price during the months of August and September. Currently, there are three North Beach and one North Bay Village restaurants participating in the Miami Spice program. Any other restaurants who want to be part of the program must be members of the GMCVB and pay a fee to participate in Miami Spice. Furthermore, staff looked at local and national restaurant crawl/tasting best practices to explore what may work best in North Beach. As a follow up, the Economic Development department held a conference call with PRISM Creative Group to see if they were interested in partnering with the City to hold a restaurant tasting. PRISM is a local branding and marketing firm that specializes in strengthening small business growth, elevating the unique narrative of a neighborhood in creative placemaking, site- specific programming and experimental community events that elevate quality of life and collective consciousness. PRISM has been retained by other municipalities including the cities of Miami, Doral, Coral Gables, and Miami Dade County to activate underutilized public spaces, community building and Page 183 of 1288 branding. They have provided similar services and activations in Lummus Park and the Rue Vendome areas of the city. Because of the PRISM's proven track record of working with the city and producing successful events, staff recommends negotiating with PRISM to create and organize a restaurant tasting that includes storytelling and promotion, entertainment, logistics and other programming for the restaurant tasting initiative for an amount not to exceed $20,000. CONCLUSION The FCWPC recommends hosting a restaurant tasting in partnership with North Bay Village. Staff recommends that, if the City Commission approves the FCWPC recommendation, then • authorize the City Manager to negotiate with PRISM to handle logistics and promotions in an amount not to exceed $20,000 from the general fund citywide contingency.
