A RESOLUTION OF THE CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, EXTENDING
AN INVITATION TO THE NATIONAL LEAGUE OF
CITIES TO HOLD ITS 1995 CONVENTION IN
MIAMI BEACH AND HEREBY COMMITTING TO
FULFILL THE HOST CITY SPECIFICATIONS.
WHEREAS, the National League of Cities is a prestigious
organization representing the best of the municipalities in the
United States of America; and
WHEREAS, the City of Miami Beach previously passed Resolution
No. 90-19916 extending an invitation to the National League of
Cities to hold its annual convention in Miami Beach in 1996; and
WHEREAS, the 1995 National League of Cities Convention is
currently under consideration; and
WHEREAS, the City of Miami Beach has just completed a $91
million expansion and renovation of the Convention Center, creating
in excess of 500, 000 square feet of contiguous exhibit space, four
halls divided by air walls and 72 meeting rooms, totaling 1. 1
million square feet; and
WHEREAS, the Greater Miami Community provides a rich mix of
cultural and entertainment opportunities for convention delegates;
and
WHEREAS, a commitment to undertake all financial
responsibilities outlined in the Host City Requirements is
necessary, and is herein provided as Exhibit A.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA, that the City of Miami Beach
extends an invitation for site inspection and provides herewith a

commitment to fulfill those Host City Specifications that are
needed to ensure that the 1995 National League of Cities Convention
is held in the City of Miami Beach, as set forth on Exhibit A
attached hereto.

This individual must be avail.bl• for increasing
amounts of time, up to full time for three months
in advance of the Congress of Cities and full time
during the meeting.
3 . 5,500 to 6,000 committable first -class sleeping
rooms.
Although not a specific requirement, the following will be taken
into consideration as a preferred hotel pckage:
a) 1,000 rooms within one hotel; or, 1,200 rooms
within 2 hoteiit
b) remainder to be within city limits and not to
exceed 10 hotels, nor a driving distance of 8 mils
from the convention center.
4 . convention and exhibition facilities under one roof
at no charge to includes
a) banquet facilities for 3,000 at rounds;
b) two luncheon facilitie, capable of concurrently
handling 2,230 each at rounds:
c) general session facility capable of seating
7,000 theatre style;
d) business meeting facility capable of seating
3,000 theatre;
0 exhibition hall with 150,000 square feet of
exhibits including registration area,
membership/theme area, and a sidewalk cafe;
f) iS small to medium size rooms to serve an
League offices, etc. ;
g) 20-23 meeting rooms with capacities of 150 to
500 for simultaneous users
h) provision of necessary electrical, heating and
air conditioning during move-in, conference,
and move-out periods;
i) function room setups in accordance with NLC
requirements of any required decorations,
including table skirting, carpeting, btadtable
items, draping, etc. , not otherwise provided
as part of convention center rentals
S. One convention-wide reception for a minimum of an
hour in the exhibit hail (approximately 6, 300
people) .

6. Separate spouse and youth programs, as well as
lounges, from satvsday through Tuesday, to include
several suggested events and tours. Spouses
programs should include substantive programs as
well as local highlights.
7. Packets and souvenirs for registered attendees.
I . Host city information desks at the airport
(particularly for heavy arrival days of Friday
through 8u»day) , and at the convention facility and
major hotels (throughout conference) .
A. Shuttle bus transportation throughout the meeting
for delegates not within foes blocks of the major
convention facility or any single event, and when
weather conditions or qeograAhia impediments make
walking an inconvenience.
10. Courtesy transportation for VIP's arrival,
departure, and throughout the meeting, as specified
by ttLC, as veil as four station wagons for 1tLc
staff use throughout the meeting.
11. Audio visual services and equipment, including
video enhancement of general sessions, necessary to
the operation of the congress of Cities as per Stu
specifications.
12. Two-way radio communication system (25-30
Walkia-talkies with chargers on separate frequency)
for coordination of the entire meeting, including
transportation.
13. Installation of telephone lines and provision of
telephone equipment for on-site use per WLIC
requirements.
14. Bonded personnel for registration, security, and
badge checking; as will as support assistance in
RLC offices, etc, per ttLc requirements.
15. Headliner entertainment for the Annual Banquet and
any special staging, sound, and lighting required
by the sntertair►ment.

INVITATION TO THE NATIONAL LEAGUE OF CITIES
The National League of Cities is soliciting bids for its 1995
Convention.
In accord with our past interest in attracting a National League
of Cities Convention, we would anticipate bidding for the
approximately 9, 000 to 10, 000 people that attend the Convention.
There are certain commitments that the National League will expect
us to provide at the time that we formally submit our bid to the
National League of Cities Executive Committee. As in the past, it
would be our expectation to gain the support of the Greater Miami
Convention and Visitors Bureau together with Metropolitan Dade
County and the City of Miami in order to satisfy any financial
requirements prior to submitting our formal bid to the Executive
Committee.
The Resolution that we would ask you to adopt, however, places us
in competition for consideration. Upon receipt of the Resolution
and formal bid, a technical site inspection and evaluation is
conducted by the staff of the National League of Cities. At the
time that the site inspection and evaluation team presents its
recommendations to the Board of Directors, we would be expected to
firm up any commitments.
ADMINISTRATION RECOMMENDATION:
The City Administration recommends that the City of Miami Beach
submit a bid to host the National League of Cities Convention in
1995.
