SUBJECT: UPDATE ON INVITATION TO BID (ITB) NO. 2019-210-AY FOR NORTH BEACH
OCEANSIDE PARK
The purpose of this LTC is to update the Mayor and City Commission on ITB 2019-21 0-AY , for
North Beach Oceanside Park. The ITB was issued on May 2, 2019. However, on July 19,
2019, the Finance and City-Wide Projects Committee (the "Finance Committee"), after
considering the width of the pathways, gave staff direction that some of the paths should be
reduced in width. Accordingly, the design team is currently working on reducing the width of
the main pathway per the direction received . The Administration expects revised construction
documents within two (2) weeks . In addition , the Florida Department of Environmental
Protection has not completed their permit review and has requested additional testing of the
proposed light fixtures . Once the construction documents are updated for the path width
revisions and the permit is received from the Florida Department of Environmental Protection
(FDEP), an addendum to the ITB incorporating the changes will be issued to prospective
bidders . Until then, the ITB must be placed on hold pending resolution of these two (2) items.
As a result, the Administration finds it necessary to delay the due date for bids to be submitted
until completion of the revisions to the construction documents and issuance of the permits
from by FDEP . While the Cone of Silence prohibits discussion of particular proposals, please
do not hesitate to contact David Martinez, CIP Director regarding any scope related questions
or Alex Denis, Procurement Director, regarding any procedural questions pertaining to the ITB .
