A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA, APPROVING, BY
5/7TH VOTE, AND FOLLOWING A DULY NOTICED PUBLIC
HEARING ON JUNE 5, 2019, THE NAMING OF THE MAIN
CONVENTION CENTER PARK/P-LOT AS "PRIDE PARK;"
WITH SUCH APPROVAL FURTHER SUBJECT TO THE
APPROVAL OF A MAJORITY OF THE ELECTORATE VOTING
IN A CITYWIDE REFERENDUM.
WHEREAS, on May 22, 2018, the Neighborhood/Community Affairs Committee
("NCAC") recommended that the names suggested by the Greater Miami Convention and
Visitor Bureau and staff for the Main Convention Center Park/P-Lot, (located generally to west
of Convention Center Drive, east of Meridian)Avenue, and between 18th and 19th Streets), be
reviewed by the City of Miami Beach Commision For Women; those names included:
1. Convention Center Park;
2. City Center Park; and
WHEREAS, in September 2018, the Women's Committee suggested that the names be
considered by the Parks & Recreational Facilities Advisory Board ("PRFAB") for suggestions;
and
WHEREAS, on October 2, 2018, City staff presented the suggested names to the
Convention Center Advisory Board for consideration, and the Board recommended that the
Convention Center landscape architects, West 8, be asked to identify the featured plants being
installed in the parks, and that the PRFAB consider the names of these plants as potential
names for the park; and
WHEREAS, at its meeting on December 11, 2018, the PRFAB recommended the
following names for the Main Convention Center Park/P-Lot:
1. Convention Center Park;
2. Memorial Park; and
WHEREAS, on December 14, 2018, the NCAC requested City staff to research
additional names and provide a presentation; and
WHEREAS, on.January 28, 2019, City staff suggested additional names for the Main
Convention Center Park/P-Lot to the NCAC, including:
1. City Green;
2. Mosaic Park;
3. Grove Park;
4. Grovescape;
5. Barnacle Park;
6. City Hall Park;
7. Green Grove Park;
8. City Green for the Arts;

9. Upland Park; and
WHEREAS, on January 28, 2019, the NCAC recommended that the City Administration
solicit feedback, via a survey platform, from the community on names for the Main Convention
Center Park/P-Lot including, but not limited to,
1. Centennial Park;
2. Convention Center Park;
3. Mosaic Park;
4. Canopy Park;
5. Mahogany Park, and
to return to the NCAC in April with the community results; and
WHEREAS, during the February 13, 2019, City Commission meeting, Resolution No.
2019-30715 was adopted, requiring the Tourism and Culture department to solicit feedback
from the public on the names recommended by NCAC; as well as other potential names, via an
online survey conducted by the Marketing and Communications Department; and
WHEREAS, on March 5, 2019, the Administration launched a public outreach initiative,
via online survey hosted on the City of Miami Beach website, asking the public to provide input
on the park naming; the online survey closed on March 29, 2019; and
WHEREAS, the public survey received 184 responses, with the following outcome:
• Convention Center Park- 53.80% (99 responses);
• Mosaic Park- 15.76% (29 responses);
• Centennial Park- 9.24% (17 responses);
• Royal Poinciana Park 8.70% (16 responses);
• Canopy Park- 7.61% (14 responses);
• Mahogany Park-4.89% (9 responses); and
WHEREAS, the public outreach also received 84 "Other" responses, with the only
submissions that received more than one suggestion:
• Memorial Park;
• Pride Park;
• Tolerance Park;
• Muhammad Ali Park;
• Jackie Gleason Park;
• Pancoast Park; and
WHEREAS, during the April 24, 2019 NCAC meeting, the Committee discussed and
unanimously agreed to recommend the name "PRIDE PARK" to the City Commission for the
main Convention Center/P-Lot park; and
WHEREAS, on May 8, 2019, the City Commission accepted the NCAC's
recommendation to name the main Convention Center Park/P-Lot (located generally to the west
of Convention Center Drive, east of Meridian Avenue, and between 18th and 19th Streets)
"PRIDE PARK"; and
WHEREAS, pursuant to Section 82-503 of the City Code, a duly noticed public hearing
was held on June 5, 2019 to consider the name "PRIDE PARK"; and

WHEREAS, following City Commission approval of the name, the naming of the park as
"PRIDE PARK" shall be subject to and contingent upon the majority approval of the electorate
voting in a Citywide referendum.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City •
Commission hereby approve, by 517th vote, and following a duly noticed public hearing on June
5, 2019, the naming of the main Convention Center Park/P-Lot as "PRIDE PARK;" with such
approval further subject to the approval of a majority of the electorate voting in a citywide
referendum.

RECOMMENDATION
The Administration recommends the Mayor and City Commission approve the Resolution to
name the main Convention Center Park/P-Lot as "Pride Park", subject to the approval of the
majority of the electorate voting in a citywide referendum.
ANALYSIS
As the renovation of the Miami Beach Convention Center nears completion, there is an
opportunity to name the completely new main Convention Center park previously used as a
parking lot.
Greater Miami Convention and Visitors Bureau (GMCVB) and City staff collaborated on
the following suggested names for the park:
• Convention Center Park
• City Center Park
Early in 2018, the Neighborhood/Community Affairs Committee (NCAC) recommended the names be
reviewed by the Women's Committee, who later suggested that it be heard by the Parks &
Recreational Facilities Advisory Board (PRFAB), and suggested that staff develop additional
recommendations.
In October 2018, the Convention Center Advisory Board (CCAB) motioned that West 8
(landscape architects) be asked to identify the featured plants being installed in the Miami
Beach Convention parks and further, that the Parks and Recreation Board consider the names
of these plants as potential names for the main Convention Center park

On Tuesday, December 11 2018, the Parks and Recreational Facilities Advisory Board
took a tour of the parks and recommended the following names:
• Convention Center Park
• Memorial Park
During the December 14, 2018 NCAC meeting, the administration put forward Convention
Center Park, City Center Park, and Memorial Park as potential names for this park. The NCAC
requested that the administration research additional names and provide them back in a
presentation at the next meeting.
During the January 28, 2019 NCAC meeting, the administration reached out to West 8 to get
additional names based on the trees in the park, and presented those names to the NCAC.
Based on this presentation, the NCAC recommended that the administration move forward with
the following list to Commission but recommended that the Administration should seek
community input through a survey including additional names that the community may
recommend:
• Centennial Park Convention Center Park
• Mosaic Park
• Mohogany Park
• Canopy Park
• Centennial Park •
• Royal Poinciana Park
During the February 13, 2019 Commission meeting, Resolution 2019-30715 was adopted,
requiring the Tourism and Culture department to solicit feedback from the public on the names
recommended by NCAC as well as other potential names, via an online survey conducted by
the Marketing and Communications department.
On March 5, 2019, the administration launched a public outreach initiative, via
online survey hosted on the City of Miami Beach website, with additional digital and social ads to
promote awareness, asking the public to provide input on the main Convention Center park
naming The online survey closed on March 29, 2019.
The public survey received 184 responses, with the following outcome:
• Convention Center Park-53.80% (99 responses)
• Mosaic Park- 15.76% (29 responses)*
• Centennial Park-9.24% (17 responses)*
• Royal Poinciana Park-8.70% (16 responses)*
• Canopy Park-7.61% (14 responses)*
• Mahogany Park-4.89% (9 responses)*

During the April 24, 2019 NCAC meeting, the Committee discussed and agreed to recommend
the name "Pride Park" to the City Commission for the main Convention Center/P-Lot park, by
referendum ballot.

CONCLUSION
On May 8, 2019, the Mayor and City Commission set a public hearing for June 5, 2019
regarding the naming of the main Convention Center Park/P-Lot as "Pride Park, " Subject to the
approval of a majority of the electorate voting in a citywide referendum.

AN ORDINANCE OF THE CITY COMMISSION OF THE CITY OF MIAMI
BEACH, FLORIDA, AMENDING 'MIAMI BEACH CITY CODE CHAPTER
39, ENTITLED "STREETS, SIDEWALKS AND PUBLIC FACILITIES",
AMENDING ARTICLE V, ENTITLED "NAMING OF PUBLIC FACILITIES
AND STREETS; AMENDING SECTION 39-26 BY PROVIDING AN
EXEMPTION TO THE PROHIBITION AGAINST NAMING STREETS AND
PUBLIC FACILITIES FOR LIVING PERSONS TO ALLOW FOR NAMING
AFTER LIVING PERSONS WHO ARE OVER ONE HUNDRED (100) YEARS
OF AGE; PROVIDING FOR SEVERABILITY; REPEALING ALL
ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING FOR AN
EFFECTIVE DATE.
WHEREAS, Miami Beach City Code Section 39-26 prohibits the
naming of streets. or public facilities for living persons; and
WHEREAS, the Mayor and City Commission of the City of Miami
Beach believe that the deeds and accomplishments of persons over
one hundred years of age have been sufficiently established to
allow for a determination that these accomplishments merit the
naming of a street or public facility for such persons .
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA:
SECTION 1.
That Section 39-26 of Article V, entitled "Naming of Public
Facilities and Streets" of Miami Beach City Code Chapter 39,
entitled "Streets, Sidewalks and Public Facilities" is hereby
amended' to read as follows :

Sec. 39-26. Review and recommendation committee.
The committee shall establish selection criteria which,
when approved by the city commission, shall govern its name
selection process.
Whenever a name is needed for a new public facility or
street or whenever there is a proposal to rename an existing
public facility or street within or owned by the City of Miami
Beach, said naming or renaming shall first be considered and
reviewed by the committee designated by the city commission
according to the following procedures :
(a) Any person, organization, association, corporation
or other entity including a member of the city commission or
the administration of the city may propose a name for a new
public facility or street or may propose renaming an existing
public facility or street at any time by submitting a proposed
name to the committee .
(b) With a reasonable time after receipt of said
proposal the committee shall meet to consider and review
proposals for the naming or renaming of said public facility
or street . Notice of the meeting shall be given to all
persons or entities which have proposed names for the public
facility or street under construction.

+ (c) After reviewing the proposal in accordance with the
established selection criteria the committee shall transmit a
written recommendation to the city commission regarding the
proposal; the recommendation may also include any names
proposed by the committee .
(d) Notwithstanding any other provision of this
ordinance, streets and public facilities shall not bernamed
for living persons, unless such perso s are over one hundred
(100) years of age; provided' however, that this provision
shall not apply to streets and public facilities named or
renamed prior to the cffcctivc date of this ordinance. June
29, 1991 .
SECTION 2 . SEVERABILITY. •
If any section, subsection, clause or provision of this
Ordinance is held invalid, the remainder shall not be affected by
such invalidity.
SECTION 3 . REPEALER.
That all ordinances or parts of ordinances in conflict
herewith be and the same are hereby repealed.

This Ordinance shall take effect on the 1st day of .

ADMINISTRATION RECOMMENDATION:
The Administration recommends the Mayor and City Commission adopt
the attached Ordinance Amendment, on second reading, to exempt
persons over 100 years of age from the existing City Code
prohibiting the naming of a street, sidewalk and/or public facility
after a living person over 100 years of age.
BACKGROUND:
On June 7, 1995, the City Commission approved the first reading of
this proposed amendment . Miami Beach Code, Section 39-26,
prohibits naming of streets, sidewalks or public facilities for
living persons. In recognition of deeds and accomplishments 'of
persons over 100 years of age who have distinguished themselves as
exceptional citizens through their contributions to the betterment
of our community, a committee shall be convened to review and
recommend the naming of streets, sidewalks and/or public facilities
in their name.
ANALYSIS:
The City of Miami Beach Community Affairs Committee met to discuss
this proposed amendment and voted to approve the recommendation to
the full City Commission. The proposed amendment will establish a
Review and Recommendation Committee, which will establish selection
criteria and make recommendations regarding the proposed naming of
a City streets, sidewalks or public facilities after a living
person over 100 years of age .
