RESOLUTION 91-20269 RESOLUTION NO. 91-20269 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF MIAMI BEACH AUTHORIZING THE MAYOR AND THE CITY MANAGER TO ENTER INTO A LETTER OF AGREEMENT WITH KIMLEY-HORN AND ASSOCIATES, INC. , FOR THE PURPOSE OF A FEASIBILITY STUDY IN THE AREA BOUNDED BY WASHINGTON AVENUE ON THE WEST, EIGHTH STREET ON THE NORTH, OCEAN DRIVE ON THE EAST AND FIFTH STREET ON THE SOUTH AS ADDITIONAL SERVICES UNDER THE AGREEMENT DATED JANUARY 10, 1990. WHEREAS, the City of Miami Beach and Kimley-Horn and Associates, Inc. , entered into an Agreement on January 10, 1990, and the Agreement provides for additional services; and WHEREAS, the City wishes to utilize the additional services provision of the Kimley-Horn Agreement for the purpose of a Parking Feasibility Study in the area bounded by Washington Avenue on the west, Eighth Street on the north, Ocean Drive on the east and Fifth Street on the south; and WHEREAS, the parties have negotiated a fee for these services of $15, 000. NOW, THEREFORE, BE IT DULY RESOLVED BY THE CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the City Manager is authorized to enter into a Letter of Agreement with Kimley-Horn Associates, Inc. to perform a Parking Feasibility Study in the area bounded by Washington Avenue on the west, Eighth Street on the north, Ocean Drive on the east and Fifth Street on the south for a fixed fee of $15, 000. (see attached) to continue a parking feasibility study in the area bounded by Washington Avenue on the west, 8th Street on the north, Ocean Drive on the east, and 5th Street on the south. The purpose of this study is to analyze the feasibility of building a new parking facility in the Ocean Drive/Collins Avenue/Washington Avenue corridor in and around 7th Street. Kimley Horn & Associates, Inc. recently conducted the first phase of a parking occupancy study for the City of Miami Beach which showed that additional parking is needed in the area. This study will fine-tune the results of the occupancy studies and will provide parking turnover and land use data, in order that the number of spaces needed can be determined; the best location for providing additional parking can be identified; and feasibility of constructing a facility can be analyzed. The amount of the fee for this contract is $15, 000 . This work is authorized as an extension to the master contract for the convention center parking and traffic study dated January 10, 1990, and includes the provision of that contract between Kimley Horn & Associates, Inc. and the City of Miami Beach. This item will be reviewed at the Finance Committee meeting to be held on March 18, 1991. ADMINISTRATION RECOMMENDATION: The administration recommends approving the attached scope of services and authorizing Kimley Horn and Associates, Inc. to continue the parking feasibility study in the area bounded by Washington Avenue, 8th Street, Ocean Drive, and 5th Street. We previously conducted parking occupancy studies which showed that additional parking is needed in the area. This study will provide parking turn-over and land use data, in order that we can determine the number of spaces needed; the best location for providing additional parking; and the feasibility of constructing the facility. The scope of services for this work follows. SCOPE OF SERVICES PHASE I Task 1 - Parking Turnover Studies Parking turnover studies will be conducted to determine whether parking is long or short term in selected portions of the study area. This data will be used to understand parking characteristics in the study area. The turnover studies will be conducted on up to 12 block faces. The purpose of this survey is not to determine detailed square footage for every building and property on the block, but instead to provide some insight as to the current land use, especially with regards to those buildings that are now occupied, under renovation, or empty. This information will be used in the analysis phase of the study to help estimate future parking demand. The property now being remodeled, but not currently generating parking demand,will generate new parking demand in the near future. Thus, existing demand can be expanded to predict future demand resulting from the remodeling efforts. We will count buildings that are now being remodeled or are vacant. We will compare our count of remodeling with data provided by the City. The City will provide square footage and use of all space with active building permits and square footage of vacant buildings. Task 3 - Analysis We will analyze the parking inventory, occupancy, turnover and land use data in order to determine if adequate parking currently exists in the study area and if adequate parking is likely to exist over the next three years. If additional parking is needed, we will estimate the amount of parking needed and determine the general area within the project study area in which future parking will be required to best meet projected demand. Task 4 - Evaluation and Feasibility of Parking Sites Based on the results of the analysis in Task 3 we will analyze the effectiveness of two sites in the study area to serve as a parking lot or garage to meet the needed parking demand. The two sites will be discussed and agreed to jointly . For each site, we will estimate the approximate number of spaces which can be provided on the site and the number of levels of parking that would be required. We will provide approximate opinions of probable cost for construction of the project and estimate land acquisition cost based on property values provided by the City. Estimated revenue will be forecasted for the garage and compared with opinions of probable cost in order to determine the feasibility of the site. The City will provide the dimensions of each site. Task 5 - Final Report We will prepare a report which describes our findings and recommendations. It is anticipated that this will be a meeting to discuss the preliminary findings of the report. Task 7 - Quality Control/Quality Assurance All work performed in Task 1 through 7 will be reviewed by an independent Kimley-Horn parking expert so that the final report is of high quality and meets your requirements. PHASE II Phase II would cover any additional services which may be required as part of this project; including, but not limited to assistance in negotiations with the property owners in the area. SCHEDULE We propose to complete the work in Phase I, Tasks 1 through 8, within seven (7) weeks after receipt of Notice to Proceed.
