A RESOLUTION OF THE MAYOR AND CITY COMMISSION
OF THE CITY OF MIAMI BEACH CALLING FOR THE
REVIEW AND AMENDMENT OF THE RETIREMENT SYSTEM
FOR UNCLASSIFIED EMPLOYEES AND ELECTED
OFFICIALS OF THE CITY OF MIAMI BEACH.
WHEREAS, recent events have shown that tax dollars paid
by the citizens of Miami Beach are not adequately protected by the
provisions of the Retirement System for Unclassified Employees and
Elected Officials; and
WHEREAS, the provisions of the Retirement System for
Unclassified Employees and Elected Officials need to be amended in
order to ensure that the tax dollars of the citizens of Miami Beach
are spent in a responsible and proper manner.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA:
Section 1. That the City Administration and City
Attorney review the provisions of the Retirement System for
Unclassified Employees and Elected Officials, with special
attention to the provisions relating to credited service, salary
period used to calculate benefits, age when benefits begin, and the
formula for vesting of benefits.
Section 2 . That the City Administration and City
Attorney have a survey performed of the Retirement System
provisions of similar size cities in South Florida for comparison
to the provisions of the Miami Beach System.
Section 3 . That any legal, actuarial or other
professional services shall be utilized to perform this review and
survey as deemed necessary by the City Administration and City
Attorney.
Section 4 . That a report to the City Commission shall
be made within sixty (60) days.

At the request of Commissioner Martin Shapiro our office has
prepared the attached resolution which calls for a review of the
provisions of the Retirement System for Unclassified Employees and
Elected Officials. Commissioner Shapiro has requested that
specific provisions as outlined in Section 1 of the resolution be
considered for subsequent amendment after the administration and
our office performs the review called for.
