A RESOLUTION OF THE CITY COMMISSION OF THE CITY
OF MIAMI BEACH, FLORIDA, FOR THE 6TH AMENDMENT
TO THE CONFISCATION FUND BUDGET, TO PROVIDE FOR
ADDITIONAL FUNDS FOR NEEDY YOUTH AT THE ANNUAL
PARKS AND RECREATION DEPARTMENT SUMMER
RECREATION PROGRAMS ($5, 000) ; TWO SCHOLARSHIPS
AT BEACH HIGH ($5, 000) ; AND IN THE NAME OF THE
P.A.L. , AWARD TWO MIAMI BEACH RESIDENTS WHO
ATTENDED BEACH HIGH AND WERE ACTIVE IN THE
P.A.L. ($5, 000) , FOR A TOTAL COST OF $15, 000 .
FUNDED BY THE PROCEEDS OF CONFISCATED FUNDS .
BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF MIAMI
BEACH, FLORIDA:
WHEREAS, Section 932 . 704 (3) (a) , Florida Statutes,
addresses the purposes and procedures to be utilized for the
appropriation and expenditures of the Police Confiscation Fund; and
WHEREAS, the Chief of Police of the City of Miami Beach
has determined that the needs for expenditures and appropriation
exist and the expenditure or appropriation of forfeiture funds is in
compliance with Section 932 . 704 (3) (a) ; and
WHEREAS, such funds are available in the Police
Confiscation Fund.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE CITY COMMISSION
OF THE CITY OF MIAMI BEACH, FLORIDA, THAT the City Commission hereby
amends the FY 1990/91 Police Confiscation Fund Budget for the City
of Miami Beach by an amount of $15, 000. 00 (as reflected in Exhibit
1) , said amendment to result in the amended budget as reflected
hereinbelow.

SUBJECT: POLICE CONFISCATION TRUST ACCOUNT FOR FY 1990/91
The Parks and Recreation Department and the Police Department, in a
combined effort to provide programs and activities as well as
educational opportunities for Miami Beach youth, requests an
amendment to Resolution 90-20073 for the operating budget of the
Police Confiscation Trust Account to appropriate an additional
$15, 000. to be used to provide funds for needy youth in the annual
Parks and Recreation Department summer recreation programs ($5, 000) ;
two scholarships at Miami Beach High School ($5, 000) ; and in the
name of the P.A.L. , award two Miami Beach residents who attended
Beach High and were active in the P.A.L. ($5, 000) . The additional
appropriation will increase the Police Confiscation budget to
$561, 350 for the Fiscal Year 1990/91.
The $5, 000 appropriation for the Parks and Recreation Department
annual summer recreation programs will provide a minimum of thirty
full scholarships to needy Miami Beach youth; however, the number of
youth benefiting will increase proportionately to the number paying
a reduced fee.
The Parks and Recreation Department is working with Miami Beach
Senior High Administrators to establish guidelines and requirements
for the two $2 , 500 . scholarships. One of the stipulations will be
that the recipients be residents of Miami Beach.
The P.A. L. sponsors a great number of the youth athletic programs
conducted by the Parks and Recreation Department, and their only
source of funding is through solicitation; therefore, to assist them
and insure these programs continue, a donation is being made.
ADMINISTRATION RECOMMENDATION
The Administration recommends that the City Commission adopt the
operating budget for the Police Confiscation Trust Account and
appropriate funding.
