DATE: May 8, 1991 TO: Mayor Alex Daoud and Members of the City Commission FROM: Carla Bernabei Talarico City Manager SUBJECT: HI RISE RECYCLING PILOT PROGRAM — USE OF RECYCLING GRANT FUNDS Dade County Recycling, Inc. , a private corporation in the City of Miami Beach, has developed a concept known as "Hi Rise Recycling System" for services in certain high buildings. The Company has submitted a proposal requesting the use of recycling grant funds for installation and operation of one of these units in a location in the City for the purpose of experimentation and evaluation. City staff has reviewed the operation of a preliminary unit and, based on these observations, supports the concept of a complete installation in a building accessible to City staff for total evaluation. City staff has also reviewed this matter with Metro Dade County and determined that grant funds from the City' s allocation can be used subject to all grant submittal criteria. Dade County Recycling, Inc. , has submitted an agreement which has to be further reviewed and amended, however, in order to expedite the matter the administration submits the concept for Commission consideration. ADMINISTRATION RECOMMENDATION: The administration recommends that the City Commission, subject to final approval of Metro Dade County and the State of Florida, authorize the use of recycling grant funds, not to exceed $26, 000 for a pilot hi rise recycling program and further authorize the City Manager to negotiate an agreement with "Dade County Recycling, Inc. " to implement the system in a hi rise building in the City of Miami Beach for the purpose of experimentation and evaluation and to bring the negotiated agreement back to the City Commission at a future meeting for approval.
