A RESOLUTION OF THE CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, AUTHORIZING
THE MAYOR AND CITY CLERK TO EXECUTE AN
ADMINISTRATIVE SERVICE AGREEMENT BETWEEN
TIMOTHY MORRIS AND THE CITY OF MIAMI BEACH
FOR ADMINISTRATIVE SERVICES TO THE POLICE
DEPARTMENT.
WHEREAS, the City Commission has reviewed the Agreement
between Timothy Morris and the City of Miami Beach; and
WHEREAS, the City Administration has recommended
execution of the Agreement, and the City Attorney has approved it
as to form.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and
City Clerk be authorized to execute the Agreement between Timothy
Morris and the City of Miami Beach for administrative
services to the Police Department.

SUBJECT: ADMINISTRATIVE SERVICE AGREEMENT FOR TIMOTHY MORRIS
FOR THE POSITION OF POLICE CADET
Funding for his services has been provided from the Department 's
salary savings, with no negative impact on its budget. Mr. Morris
is required to work a minimum of forty (40) hours per week unless
otherwise approved by the Chief of Police.
Administration Recommendation
The Administration recommends that the Mayor and City Clerk execute
the attached Administrative Services Agreement with Timothy Morris
at the monthly compensation of $1, 318 . 62 per month, to be paid on
the first business day of each month for the previous month, for a
period of twelve (12) months.

AGREEMENT
An Agreement entered into between Timothy Morris and the City of
Miami Beach, Dade County, Florida, for aperiod of (12) months
with an
effective starting date of June 10, 1991 . This may agreement be

extended on a month to month basis for a period not to exceed a total of
thirty-six (3 6) months.
This Agreement is for the purpose of providingon-the-job training
on- -�
relating to law enforcement activities (Cadet position) to the Miami Beach
Police Department. An employee in this class is expected to attend and
successfully complete the P.S. I. Program and to complete the minimum college

credits required prior to entry.
For the purpose of this Agreement, Timothy Morris shall be
Deemed to be an independent contractor, and not an agent or employee of the
ty, and shall not attain any rights or benefits under the Civil Service Act
or Pension Ordinance of the City, or any generally afforded classified or
unclassified employees; further he/she shall not be deemed entitled to
Florida Workmen' s Compensation benefits as an employee of the Cityof Miami

Beach, or accumulations of sick or annual leave.
There will be no expense paid to Timothy Morris in addition to
the monthly emolument, unless these are incurred in direct relationship to
this agreement for expenses and travel outside of Dade Count in which h case
all such expenses will be fully reimbursed by the Department Director.

Payment will be in the amount of $1, 318 . 62 per month. This emolument
will be based on a minimum of forty (40) hour work week. In the event that
Timothy Morris does not work a forty (4 0) hour weekly increment within
a one month period, $8.24 per hour will be deducted. Salary range for this
position will be $17, 207. 99 - $21, 163 . 45. Payment will be made on a biweekly

basis of $659. 31. Health coverage must be obtained by employee through

his/her own health insurance company. The City of Miami Beach will pay 50%
towards the coverage; however, it will not exceed $109. 16p er month for
single or $267. 98 for family (Figures obtained from Humana) . Proof of
coverage must be provided before any allowance is made.
Candidates will be required to obtain a minimum 15 college crdits in
Criminal Justice or related area including three credits in English within
contract period, but not to exceed 36 months.
It is agreed that Timothy Norris will be able to
participate in other personal services agreements with any agency a or

individual which does not create any inferred conflict of interest with the
City of Miami Beach.
It is further agreed that this Agreement may be altered, extended and
amended only upon the written consent of both parties hereto. However, this
agreement may be canceled by either party with thirty (30) days written
notice.
