A RESOLUTION OF THE CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, AUTHORIZING THE
CITY MANAGER TO IMPLEMENT THE OCEAN DRIVE
HISTORIC BUILDING IDENTIFICATION MARKER AND
PALM TREE PROGRAM AT LUMMUS PARK.
WHEREAS, the Ocean Drive Association has developed a Historic
Building Identification Marker and Palm Tree Program for Lummus
Park; and
WHEREAS, Ocean Drive and Lummus Park are listed in the
National Register of Historic Places, and Ocean Drive is designated
as a local historic district in the City' s Zoning Ordinance; and
WHEREAS, Ocean Drive from 5th to 15th Streets has a large
number of historic buildings; and
WHEREAS, the locating of markers in Lummus Park will be
limited to historic buildings; and
WHEREAS, the location of historic markers and palm trees in
Lummus Park will add to historical and cultural awareness and
enhance the tropical image of the City; and
WHEREAS, each marker will include a raised, embossed picture
on a concrete pedestal and have copy explaining the historical and
architectural importance of each historic building and a notation
as to who sponsored the marker; and
WHEREAS, the full cost of the markers and palm trees will be
paid for by the property owners on Ocean Drive;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA: that the City Manager is hereby
authorized to implement the Ocean Drive Historic Building
Identification Marker and Palm Trees Program for Lummus Park.

BREAKWATER HOTEL
The Breakwater Hotel was built in 1939 and is an outstanding example of the Streamline
Moderne architectural style.The building has the broad front terrace typical of Ocean Drive
hotels and the horizontal bands, projecting eyebrows, stepped roof design and pipe railings
common to streamline buildings. The most prominent feature of the Breakwater is the
projecting central sign tower which gives the impression of a ship cutting through the
waves, reinforcing the nautical character of the building and justifying its name. The
Breakwater was designed by Anton Skislewicz who also designed the Plymouth and
Kenmore Hotels.

NOTES:
Schematic describes a concrete base to support a 12" square aluminum or bronze plaque.
Plaque will be displayed at a 45 degree angle.
The plaque will be attached to the base in a manner resistent to vandalism or theft.
The edge of the marker will be sealed to prevent excessive moisture collecting under the marker
resulting in growth of mold.
The base shall be concrete with an exposed aggregate finish with an overall white color.
The base shall have sufficient reinforcing and footing to be structurally sound and stable.

SUBJECT: OCEAN DRIVE HISTORIC BUILDING IDENTIFICATION MARKER AND
PALM TREE PROGRAM IN LUMMUS PARK
THE REQUEST
The Administration requests the City Commission authorize the City
Manager to implement the Ocean Drive Historic Building
Identification Marker and Palm Tree Program in Lummus Park.
BACKGROUND
The Ocean Drive Association has been working with the Department of
Historic Preservation and Urban Design in developing a Historic
Building Identification Marker and Palm Tree Program in Lummus
Park. The markers will be 12" x 12" and mounted on a concrete
pedestal. Copy on each marker will include a raised, embossed
picture of one historic building, a narrative explaining the
building' s historical and architectural importance and a notation
of who sponsored the marker. The markers will be placed along the
20 ft. concrete walkway in Lummus Park in a manner which will allow
the reader to read the marker and observe the building. A second
part of the program includes the planting of two palm trees per
marker in Lummus Park.
The purpose of the marker program is to educate residents and
tourists on the historical importance of Ocean Drive. The
Association anticipates that all the owners of historic buildings
along Ocean Drive will participate in this program because of its
obvious educational and cultural benefits to the City. The
additional palm trees will add to the tropical setting of the park.
The entire cost of the markers and palm trees will be paid by the
Ocean Drive Association. It is estimated that the cost of each
marker will be between $1000-1500 including the planting of two
palm trees per marker in Lummus Park. The Association will be
responsible for soliciting the sponsors and raising the money for
the markers and the palm trees. The City will prepare the bid
specifications and supervise the construction of the markers and
planting of the palm trees. The Association will put the project
out to bid and select the contractor with the City monitoring their
efforts. The program will be implemented after a substantial
number of property owners have paid for the markers and palm trees.
ADMINISTRATION RECOMMENDATION
The Administration recommends that the City Commission approve the
attached resolution supporting the Program and authorize its
implementation. 138
