A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, URGING CONGRESS TO AMEND THE
IMMIGRATION AND NATURALIZATION SERVICES IMMIGRATION
ACT OF 1990 (IA90) , WHICH SIGNIFICANTLY REVAMPED THE
IMMIGRATION AND NATURALIZATION ACT'S NON-IMMIGRANT
VISA PROVISIONS.
WHEREAS, Congress in November of 1990, passed the IA90 Immigration
Law with the intent of restricting all but the most prominent
foreigners to work in America;
WHEREAS, the intent of IA90 was to retain American jobs for its
citizens;
WHEREAS, IA90 unfairly impacts upon the fashion/photo industry in
the City of Miami Beach in that;
WHEREAS, the City of Miami Beach relies heavily on the fashion/
photo industry to sustain and promote the economic growth of the South
Beach area of Miami Beach;
WHEREAS, last year alone the fashion/photo industry' s estimated
reported total budget was in excess of $50, 000, 000;
WHEREAS, these industry dollars spent in our community have a
synergistic effect that can be directly correlated to the future growth
and prosperity of the South Beach area of Miami Beach;
WHEREAS, the 1990 immigration rules, if not amended by Congress,
will have a devastating effect upon the South Beach economy; and,
WHEREAS, prompt resolution of this immigration policy prior to the
fall/winter influx of the foreign based talent business, is of
paramount importance to the City of Miami Beach.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, that in order to help close the loop-hole
in federal guidelines regulating P-1 visas for foreigners employed in
the fashion/photo industry, it urges the Congress of the United States
of America to amend the Immigration and Naturalization Services
Immigration Act of 1990 (IA90) .
