RESOLUTION 91-20379 RESOLUTION NUMBER 91-20379 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, PROVIDING FOR CITY PARTICIPATION IN THE ELDERLY HOMEOWNER REHABILITATION PROGRAM, AUTHORIZING THE CITY MANAGER TO FILE AN APPLICATION FOR FINANCAL ASSISTANCE WITH THE STATE OF FLORIDA DEPARTMENT OF COMMUNITY AFFAIRS, AND PROVIDING FOR THE ESTABLISHMENT OF A TRUST FUND FOR DEPOSIT OF DEFERRED LOAN REPAYMENTS. WHEREAS, the City Commission approved a Multi-Family Rehabilitation Program as evidenced by Resolution No. 89-19845, passed and adopted the 20th day of December, 1989 ; and WHEREAS, the City Commission approved a Single-Family Rehabilitation Program as evidenced by Resolution No. 91-20272 , passed and adopted the 10th day of April, 1991; and WHEREAS, the City of Miami Beach is presently implementing these programs for the purpose of preserving the existing housing stock and, in the case of the Single-Family Rehabilitation Program, to allow lower income families and elderly to continue living in their homes; and WHEREAS, the Florida Department of Community Affairs has announced a funding cycle for an Elderly Homeowner Rehabilitation Program, whereby $1 million in grants will be awarded to three Florida cities for the purpose of helping lower income senior citizens make repairs to their homes; and WHEREAS, a grant of $500, 000 will be available to cities of over 50, 000 population, to be utilized exclusively for providing loans to low income and very low income elderly citizens to pay for home repairs; and WHEREAS, the deadline for cities to make application for this grant is November 1, 1991; and WHEREAS, participating cities are required to establish a local housing trust fund for deposit of deferred repayments from loan recipients, with the proceeds of the trust funds utilized solely for additional deferred loan programs for housing rehabilitation assistance to elderly homeowners. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA: 1. That the City of Miami Beach wishes to participate in the Elderly Homeowner Rehabilitation Program. 2 . That the City Manager of the City of Miami Beach is hereby authorized to file an application for financial assistance to expand the on-going program to allow for elderly homeowners to rehabilitate their homes and to carry out the program as an authorized representative of the City of Miami Beach. That the City Manager is hereby authorized to provide any assurances and/or certifications as required by the Florida Department of Community Affairs regarding the Elderly Homeowner Rehabilitation Program. 4 . That a minimum of 70% of the proposed recipients participating in the Elderly Homeowner Rehabilitation Program are of very low income (not exceeding 50% of median) , the balance are of low income (not exceeding 80% of median income) . 5. That all single-family homes are owned and occupied by eligible recipients. 6. That the City certifies that a local housing trust fund will be established and the City will deposit any deferred loan proceeds into the trust fund to be utilized solely for additional deferred loan programs for housing rehabilitation assistance to elderly homeowners.
