RESOLUTION 92-20428 RESOLUTION NO. 92-20428 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA AUTHORIZING THE CITY MANAGER TO APPLY FOR A HIGHWAY BEAUTIFICATION GRANT FROM THE STATE OF FLORIDA, DEPARTMENT OF TRANSPORTATION, FOR LANDSCAPING IMPROVEMENTS IN CONJUNCTION WITH THE NORTH SHORE IMPROVEMENT PROJECT ALONG COLLINS AVENUE (S.R. AlA) FROM 63 STREET TO 75 STREET, AND ALONG 71 STREET/NORMANDY DRIVE (S.R. 934) FROM COLLINS AVENUE TO RUE NOTRE DAME. BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, THAT WHEREAS, many roadside areas and median strips abutting Department of Transportation right-of-way areas must be maintained and attractively landscaped; and WHEREAS, the Mayor and the City Commission desire that the City of Miami Beach beautify and improve right-of-way areas along Collins Avenue (S.R. A1A) from 63 Street to 75 Street, and 71 Street/Normandy Drive (S.R. 934) from Collins Avenue to Rue Notre Dame, by providing landscaping improvements; and WHEREAS, the Mayor and the City Commission wish to authorize the City Manager to apply for a Highway Beautification Grant from the State of Florida, Department of Transportation, to fund the proposed improvements. NOW, THEREFORE, BE IT DULY RESOLVED BY THE CITY COMMISSION OF THE CITY OF MIAMI BEACH, that (1) the City Manager is authorized to apply for a Highway Beautification Grant from the State of Florida, Department of Transportation, to provide funding for landscaping improvements along Collins Avenue (S.R. BACKGROUND On December 20, 1991, the City Administration received a grant application package from the State of Florida, Department of Transportation, which allows for the City of Miami Beach to apply for matching funds of up to $200, 000 from the Florida Highway Beautification Council for landscaping improvements along State highways. It is anticipated if approved by the State of Florida that these matching grant funds can be used for the landscaping improvements in the North Shore Improvement Project which covers Collins Avenue (State Road A1A) from 63 Street to 75 Street, and 71 Street/Normandy Drive (State Road 934) from Collins Avenue to Rue Notre Dame. A condition of the grant is that the City Commission must approve a resolution authorizing the City Manager to apply for the Highway Beautification Grant from the State of Florida, Department of Transportation. The City Administration has completed the grant application package and authorizing resolution which is attached for the City Commission review and approval. ADMINISTRATION RECOMMENDATION: The City Administration recommends that the City Commission approve the attached resolution which authorizes the City Manager to apply for a Highway Beautification Grant from the State of Florida, Department of Transportation Beautification Council for landscaping improvements in the North Shore Improvement Project along Collins Avenue (S.R. AlA) from 63 Street to 75 Street, and on 71 Street/Normandy Drive (S.R. 934) from Collins Avenue to Rue Notre Dame. The project elements consist of new sidewalks, curb and gutters, paving, street furniture, lighting, traffic engineering, and landscaping. The City of Miami Beach has retained the services of Kimley-Horn and Associates, Inc., for the design of the project. The City of Miami Beach will be responsible for the construction supervision during implementation and for coordination of abutting property owners financial contributions. The construction contract will include labor and materials to plant all landscape materials as well as maintain a watering program throughout the establishment period of 6 months. The final design of the project and beginning of construction will occur within the next 9 months. After the completion of the landscape establishment period the City of Miami Beach will be responsible for the maintenance of all landscape. The enclosed work book is a summary of the proposed improvements for the area. Included are photographs of the existing area conditions and pictorial drawings of the proposed improvements. Additionally, a base plan has been completed for all of the streets that are to be improved showing the types of trees that are to be planted.
