A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF MIAMI
BEACH, FLORIDA TO ACKNOWLEDGE AND AUTHORIZE A PRE-
EXISTING SUM OF $50, 000. 00 IN U.S. CURRENCY KNOWN AS A
"FLASH ROLL" ON HAND IN THE POLICE EVIDENCE AND PROPERTY
UNIT TO BE UTILIZED DURING MAJOR NARCOTICS INVESTIGATIONS
AND TO ENHANCE OPERATIONAL ABILITIES OF THE STRATEGIC
INVESTIGATIONS UNIT.
BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF MIAMI
BEACH, FLORIDA:
WHEREAS, a cash Fund in the amount of $50, 000. 00 has been
established for the purpose of effecting major purchases of drugs
and narcotics, and
WHEREAS, said cash Fund called a "Flash Roll" is being held by
the Police Evidence and Property Unit, and
WHEREAS, the funds as currently available in the amount of
$50, 000. 00 U.S. currency and said amount will not increase or
decrease, and
WHEREAS, by copy of this resolution the Finance Department
will record the amount of this Fund in the City's Financial System,
and
WHEREAS, this Fund is supervised by the SIU Division
Commander, and internal departmental procedures will be complied
with for the signing in and out of this "Flash Roll" .
NOW, THEREFORE BE IT DULY RESOLVED BY THE CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA, THAT the City Commission
acknowledges and authorizes the pre-existing cash Fund known as a
"Flash Roll" , established and maintained to effectuate major
purchases of narcotics.

ONGOING PROCEDURE BY WHICH THE STRATEGIC
INVESTIGATIONS UNIT OF THE MIAMI BEACH POLICE
DEPARTMENT UTILIZES AN EXISTING SUM OF U.S.
CURRENCY KNOWN AS A "FLASH ROLL" TO ENHANCE
OPERATIONAL ABILITIES DURING MAJOR NARCOTICS DEALS.
ADMINISTRATION RECOMMENDATION
The Administration recommends that the City
Commission approve the attached Proposed
Resolution.
